Overview
The Community Planner is tasked with assessing and advising on programs and development plans for new constructions, renovations, and enhancements of real property assets including utility systems. This role supports the Air Force Contract Augmentation Program (AFCAP) at Al Udeid Air Base (AUAB), Doha, Qatar, ensuring new project needs align with the Installation Development Plan (IDP) and managing related sub-component plans.
Key Responsibilities
- Provide community planning services encompassing site and facility data support, installation planning, and facility management assistance.
- Facilitate development and upkeep of the Installation Development Plan, District Plans, and Component Plans following DAFI 32-1015 or equivalent directives and the Integrated Installation Planning Playbook, including research, stakeholder engagement, goal-setting, and plan drafting.
- Lead updates and planning for IDP and District Plans, assist in Component Plan creation and maintenance (e.g., radiation, transportation, parking, Air Installation Compatible Use Zone), and resolve discrepancies between the IDP and relevant agencies through coordination and recommendation delivery.
- Engage in project design reviews, environmental impact assessments, and planning contract management to support siting and planning efforts.
- Execute site planning in compliance with DAFI 32-1015 and related manuals, documenting site conditions in the Comprehensive Planning Platform (CPP), conducting constraint and opportunity analyses, and performing conceptual evaluations of site suitability.
- Coordinate with the GeoBase office to maintain approved siting data and ensure impeccable accuracy of planning datasets within the GeoBase program.
- Prepare and manage waiver packages related to airfield criteria for obstructions, support annual briefing of the Facilities Board on waiver and obstruction reduction initiatives per regulations and higher headquarters’ guidance.
- May update Base Real Property Inventory records with new or existing facility data as required.
- Fulfill additional duties as assigned.
Qualifications and Experience
- Minimum Bachelor's degree in engineering, urban planning, community development, or a related discipline.
- At least four years of experience in planning, site planning, and associated tasks.
- Proficient knowledge of planning principles and administrative coordination.
- Capability to securely obtain and maintain a Secret US Government Clearance (US citizenship required).
- Strong English language proficiency (verbal and written) and ability to understand instructions.
- Professional interpersonal skills applicable across hierarchical levels and customers.
- Computer literacy, including Microsoft Excel, Word, and Outlook.
- Good judgment, multitasking aptitude, and performance under time constraints.
- Ability to work autonomously with sound decision-making competency.
- Advanced expertise in AutoCAD 2025 or newer versions is essential if required.
- Completion of AFIT WMGT 519 required; WMGT 520 is desirable.
