About the Role
The Oregon Department of Administrative Services (DAS) seeks an experienced leader to direct the state's human resources operations and strategy. Serving as the Chief Human Resources Officer, you will oversee the HR framework across all state agencies, guiding policy development, workforce initiatives, and labor relations to advance a skilled, equitable, and sustainable public workforce.
Key Responsibilities
- Direct statewide HR systems and policy formulation, including rules, classification, and compensation standards for Oregon government agencies.
- Promote comprehensive workforce development strategies to foster a future-ready and equitable public service team.
- Manage statewide labor relations, leading collective bargaining and fostering collaborative labor-management partnerships aligned with state objectives.
- Provide expert consultation on complex HR challenges to agencies to ensure compliance and mitigate risks.
- Establish long-term HR policies and strategies, analyzing workforce trends and supporting legislative workforce initiatives.
- Lead and cultivate the Chief Human Resources Office team to prioritize collaboration, innovation, and commitment to diversity, equity, inclusion, and belonging (DEIB).
Qualifications
Applicants must meet one of the following minimum experience and education requirements:
- Eight years of human resources experience in key functions such as labor relations, classification and compensation, talent management, HR policy, or workforce development, with at least three years at an executive or senior managerial level overseeing broad-impact teams or programs.
- A bachelor's degree in human resources, business administration, public administration, organizational development, or related fields plus five years of experience in critical HR functions, including a minimum of two years at an executive or senior management level directing teams or programs with significant organizational impact.
Preferred traits include expert-level HR knowledge and equitable application of principles, exceptional executive communication and written skills, ability to foster partnerships across diverse organizational layers, systems-thinking aptitude regarding policy impacts, strong ethical standards, deep understanding of Oregon government operations, and a leadership approach centered on equity and people-centric values.
Compensation and Terms
The position is classified as an employee role with a salary range between $13,884 and $21,512 monthly (non-PERS qualifying rate). PERS-qualifying candidates may receive an additional 6.95% to this rate.
Additional Information
- This role is headquartered in Salem, Oregon, with eligibility for hybrid work arrangements combining office and remote work within the state.
- Candidates must reside or be willing to relocate to Oregon before starting.
- The appointment is at the agency's discretion and can be terminated at any time (unclassified service).
