Architect or Civil Engineer (m/f/d)

Job Overview

The City of Meerbusch is seeking a skilled Architect or Civil Engineer to manage municipal construction projects including new builds, renovations, expansions, and restorations of various facilities such as schools, daycare centers, administrative buildings, fire stations, and sports complexes. The position primarily focuses on phases 5 to 9 according to HOAI standards.

Key Responsibilities

• Managing external engineering services and assuming the role of client representative.
• Commissioning, coordinating, and processing payments for external engineers and expert assessors.
• Controlling costs and developing, reviewing, and updating project schedules.
• Coordinating execution planning to maintain quality and construction standards.
• Handling procurement and contract awarding for required planning and construction services.
• Billing review and approval of construction services.
• Leading internally planned projects including tendering, awarding contracts, and construction supervision for new builds, renovations, expansions, and restorations.
• Estimating and managing costs, planning and controlling timelines.
• Preparing status reports for the department management and administrative board.

Required Qualifications

• Completed higher education degree (Diploma, Bachelor, Master) in Architecture or Civil Engineering.
• Several years of professional experience in relevant fields, preferably within a municipal administration.
• Proficiency in AVA, CAD/CAFM software, and MS Office applications.
• In-depth knowledge and experience with procurement and contract law (VOB, VgV) as well as AHO and HOAI guidelines.
• Confident demeanor with strong interpersonal skills in dealing with planning offices, construction firms, users, and authorities.
• Quick comprehension abilities alongside team-oriented and proactive work style.
• High reliability, diligence, stress resilience, and endurance.
• Possession of a driving license class B or BE at minimum.
