Job description
Overview
We are seeking an experienced Tendering Specialist to manage vendor registrations and lead tender submissions for ITL Contracting, a company engaged in overseas recruitment, manpower supply, heavy equipment rental, and material supply services. This role is critical to ensuring the company remains registered, compliant, and eligible to participate in tenders across major Saudi clients, including Oil & Gas, EPC, Civil Construction, Facilities Management, Industrial Services, and Government sectors.
Key Responsibilities
- Maintain and complete vendor registrations with prominent Saudi clients such as Saudi Aramco, SABIC, Ma’aden, SWCC, SEC, NEOM, Royal Commission, PIF entities, EPC contractors, and government procurement platforms like Etimad, as well as private networks including SupplHi, Achilles, SAP Ariba.
- Manage document uploads and updates covering legal registrations (CR, Chamber), financial statements, Saudization certificates, manpower and equipment inventories, HSE/QA manuals, and project references.
- Track renewal schedules, compliance demands, and update portals regularly while maintaining a centralized database for vendor codes and credentials.
- Assess tender invitations and RFQs focused on overseas recruitment, supplementary manpower supply, heavy equipment rentals with operators, and material supply including industrial, oilfield, construction tools, and consumables.
- Prepare comprehensive technical bid documents incorporating company profiles, recruitment capabilities, equipment fleets, material supply capacities, HSE/QA certifications, and previous project performance records.
- Collaborate with finance departments to develop commercial bids, pricing structures, BOQs, manpower rates, equipment rental charges, and supply quotations.
- Submit tender bids via platforms such as Aramco SAP Ariba, Etimad, NEOM, Royal Commission portals, Ma’aden, and EPC contractors’ networks, while tracking bid statuses and outcomes.
- Ensure that all company documentation adheres to Saudi regulatory and client-specific standards, working alongside Business Development, HR, Recruitment, Operations, and Finance teams for document accuracy and up-to-date certifications.
- Engage with procurement, vendor management, and tendering units from major clients to respond promptly to clarifications, requests for additional documents, and compliance inquiries.
- Maintain routine reporting, supplying weekly updates on vendor registration statuses, tender progress, upcoming deadlines, and organized digital records for auditing.
Requirements
- A minimum of 3 to 5 years of professional experience in Saudi Arabia within vendor registration and tendering functions.
- Deep familiarity with Saudi procurement systems and government tender portals including Etimad, SAP Ariba, NEOM, Royal Commission, Ma’aden, SEC, SWCC, and EPC contractors.
- Proven expertise in overseas recruitment, manpower supply, heavy equipment rentals, or industrial material supply is essential.
