Senior Director - Project Delivery

Overview

Qiddiya Investment Company invites applications for the role of Senior Director - Project Delivery within the Strategic Delivery Unit (SDU). The successful candidate will lead and manage high-profile project executions aligned with the organizations strategic objectives. This senior leadership role demands extensive expertise in establishing and managing construction delivery frameworks, governance, and operational standards across business units.

Key Responsibilities

• Design, update, and implement comprehensive delivery and project management frameworks encompassing various delivery methods such as Self-Delivery, Delivery Partner, Construction Management, and Traditional contracting.
• Create and refine policies, procedures, manuals, and templates pertinent to project delivery and consultancy including Project Management Consultancy services for all delivery approaches.
• Define governance structures with detailed RACI matrices for project stages and coordinate with senior management including HQ Operations Director and Project Director (Design) to establish program lifecycle governance and operations.
• Develop project delivery strategies and standardized templates applicable across all projects and delivery methods.
• Collaborate with Technical Director for peer reviews and technical oversight of project delivery management processes.
• Formulate and maintain Health, Safety, Security, and Environmental (HSSE) management standards during project delivery, including relevant reviews and site governance in partnership with HSE and Security Managers.
• Lead updates and implementation of sustainability management requirements in partnership with Sustainability Managers during the delivery phase.
• Ensure quality controls through implementation of inspection, testing, defect management, and formal handover procedures during construction.
• Support integration of project delivery within overall Modular Manufacturing Construction (MMC) strategies with MMC Director and establish procurement standards in conjunction with Procurement Director for contractor and supplier engagement.
• Prepare and support executive presentations and submissions for business line, project, and budget approvals.
• Take accountability for the delivery, compliance, and success of special HQ projects, including stakeholder management, financial closure, and ensuring alignment with quality, budget, schedule, and HSE standards.
• Assist business units with peer reviews, consultant management, project audits, construction management audits, contractor performance evaluations, and resolution of complex site execution challenges.
• Continuously improve management and governance frameworks with input from business units and lead preparation of training materials and presentations related to implementation of project delivery policies and procedures.
• Participate actively in organizational mentoring and capability development initiatives.

Qualifications and Experience

• Bachelors degree in architecture or engineering is mandatory; a Masters degree in relevant disciplines is preferred.
• At least five years of substantial experience within Saudi Arabia managing major developments or giga-projects.
• Extensive knowledge of procurement governance, strategic sourcing, and supply chain management principles, including framework development for multi-project programs.
• Experience navigating various delivery models and managing strategic, long-lead procurement and market engagement efficiently.
• Demonstrated leadership in providing centralized procurement functions and stakeholder management at executive and operational levels.
• Excellent communication skills with high professional judgment, commercial insight, time management, problem-solving, and risk mitigation skills.
• A minimum of 25 years total professional experience, including at least five years in senior leadership overseeing construction delivery or project execution within large-scale programs or relevant consulting industries.
