Key Responsibilities

• Manage framework contractors and oversee contract administration throughout all procurement and project phases, ensuring full adherence to client specifications, framework agreements, and company standards.
• Lead the creation, review, and finalization of tender documents such as Bills of Quantities, detailed scopes of work, pricing schedules, draft contracts, and procedures for selecting work orders.
• Provide precise cost planning, estimation, commercial analysis, and financial consultancy during project execution, including value engineering, interim valuations, and preparation of final accounts.
• Administer contractual and commercial elements of assigned contracts from initiation to closure, handling variations, claims, dispute resolutions, payment assessments, and performance monitoring of costs and schedules.
• Evaluate technical and commercial documents including tenders, service scopes, change orders, as-built drawings, and related data to ensure accuracy, quality, and conformity with contracts.
• Work collaboratively with project managers, client representatives, and cross-disciplinary teams to offer commercial advice, resolve contractual issues, and facilitate project success.
• Maintain comprehensive contractual records while upholding confidentiality, integrity, and high professional ethics.
• Comply with Health, Safety, and Environmental requirements and all workplace safety protocols.

Experience and Qualifications

• Over a decade of relevant experience in quantity surveying or contract specialization, ideally within a multidisciplinary consultancy and the Middle East region.
• Bachelor’s degree in Quantity Surveying or an equivalent field.
• Expertise in tender document preparation, Bills of Quantities, interim payment evaluation, and final account reconciliation.
• Thorough understanding of FIDIC, JCT, CESMM contracts, and best practices for contract management, procurement, cost control, and project delivery.
• Capability in managing pre- and post-award contract processes including tendering and contract closure.
• Strong analytical thinking and problem-solving skills with a practical approach to commercial challenges.
• Excellent communication and stakeholder engagement skills, with the ability to influence across organizational levels.
• Proficient in Microsoft Office suite applications.
