Project Manager - Facilities

General Overview

We are seeking a detail-oriented Project Manager to join our team to oversee highly complex architectural and construction projects for new county facilities, expansions, renovations, and capital improvements. This role involves coordinating among architects, engineers, contractors, and vendors to ensure projects meet timelines, budgets, and regulatory standards.

Key Responsibilities

• Lead planning, coordination, and supervision of staff and external parties involved in construction and capital projects.
• Oversee capital expenditure budgets and monitor project progress to ensure fiscal control.
• Manage contract negotiations and supervise contracted labor related to capital projects.
• Address unplanned project cost increases with resolutions and recommendations.
• Serve as liaison between county departments, elected officials, administrators, and budgeting offices to align project objectives and schedules.
• Develop yearly budgets for construction projects and provide forecasts for future building needs.
• Ensure projects comply with County, State, and Federal guidelines from inception through completion.
• Prepare and deliver project status updates and schedules.
• Act as liaison for ADA Committee and lead projects centered on ADA compliance and improvements.
• Collaborate with the Sheriff's Office on security-related building improvements and projects.
• Plan and budget for ADA and security enhancements at county facilities.
• Perform related duties as assigned.

Required Knowledge and Skills

• Strong familiarity with contemporary construction methodologies, materials, and practices.
• Understanding of Florida building codes and regulations.
• Knowledge of core principles in architecture and engineering.
• Experience in contract administration and negotiation processes.
• Ability to interpret blueprints, construction documents, and specifications effectively.
• Competence in providing technical reviews of diverse construction and capital projects.
• Ability to build and maintain productive working relationships with a broad range of stakeholders.
• Analytical skills to make data-informed decisions and draft clear oral and written reports.
• Capability to enforce rules professionally and equitably, including handling presentations and addressing complaints.
• Proficiency in AutoCAD and Microsoft Project or equivalent project management software.

Minimum Qualifications

• Excellent communication skills across verbal, written, and visual mediums.
• Bachelor's degree in Civil Engineering, Architecture, or a related discipline with six years of relevant architecture, project management, or construction experience, encompassing at least three years as a project manager; OR Master's degree with four years' experience.
• At least three years' experience in construction project estimating and familiarity with Florida building codes.
• A General Contractor's License may be considered in place of the bachelor's degree requirement.
• Possession of a valid Florida driver's license is mandatory.
• Preferred credentials include Project Management Professional (PMP) certification or Registration as a Professional Architect in Florida.
