Role Overview
The Procurement Officer will assist the Operations and Procurement Manager by managing procurement activities including sourcing competitive bids, vendor prequalification and management, and maintaining detailed procurement documentation. This role demands strong attention to detail, sound judgment when evaluating vendors, and dedication to transparent and well-documented procurement procedures.
Key Responsibilities
- Identify and collect competitive quotations for goods, services, and works in accordance with procurement policies and thresholds.
- Conduct market research to pinpoint potential suppliers and monitor current price trends.
- Prepare comparison charts and bid analyses to inform managerial decisions.
- Assist in prequalifying vendors by verifying registrations, compliance paperwork, references, and capabilities as per policy.
- Maintain and regularly update a categorized vendor database.
- Support periodic vendor performance reviews and manage follow-ups on any necessary corrective measures.
- Liaise with vendors regarding delivery schedules, repairs, and maintenance of procured items, including field equipment and mobile devices used by beneficiaries.
- Help with procurement of inventory and equipment, and ensure procurement policy compliance during day-to-day sourcing under OPM guidance.
- Draft purchase requisitions, purchase orders, and procurement contracts for approval.
- Keep procurement records organized and audit-ready, including all related documents and vendor files.
- Ensure compliance with organizational procurement policies and donor requirements.
- Alert management to procurement risks, delays, or compliance issues promptly.
- Provide regular procurement status updates and assist with other procurement-related tasks as required.
Qualifications and Experience
- A minimum of three years’ experience in procurement, purchasing, or supply chain roles.
- Bachelor’s degree or higher in Procurement, Logistics, or Supply Chain Management.
- Membership in relevant professional procurement bodies is advantageous.
- Excellent negotiation and vendor evaluation capabilities.
- Meticulous with record-keeping and documentation practices.
- Strong verbal and written communication skills.
- Self-driven with a strong sense of ownership.
- Familiarity with procurement, payment, or expense management software such as Tipalti or Nexonia is a plus.
- Proficient with office productivity tools (Microsoft Office, Google Suite), especially Excel or Sheets.
- Comfortable in a workplace culture that encourages candid and direct feedback.
- Fluent in English.
