About the Role

Davie, Canada’s largest shipyard established in 1825, is searching for a skilled Manager, Procurement Operations to oversee and advance our procurement team in Quebec. You will spearhead negotiations for high-value contracts and master supply agreements, ensuring projects adhere to strict timelines and compliance standards.

Key Responsibilities

  • Guide, mentor, and enhance the capabilities of the procurement operations team, cultivating a results-driven and collaborative environment.
  • Supervise the end-to-end procurement process from tendering and contract awarding through project completion.
  • Prepare, release, and assess complex RFPs/tenders in alignment with relevant corporate and legal requisites.
  • Negotiate, execute, and manage substantial supplier and subcontractor contracts (including MSAs).
  • Anticipate, identify, and resolve risks, disputes, or compliance issues during any phase of procurement.
  • Partner with cross-functional departments—Engineering, Production, Project Management, Legal, Supply Chain—to achieve optimal project delivery and cost targets.
  • Establish and maintain productive supplier relationships through monitoring, performance evaluations, and strategic partnership building.
  • Undertake in-depth supplier research, including capability assessments, market analysis, and trend evaluations, to optimize procurement strategies.
  • Drive process optimization initiatives, leveraging Lean and continuous improvement approaches to maximize efficiency and cost savings.
  • Analyze supply chain data to support informed business decisions.
  • Ensure all procurement activities comply with local and international regulations and internal policies.
  • Maintain comprehensive and accurate documentation of procurement processes, contracts, and supplier records, generating regular management reports.

Qualifications

  • Bachelor’s degree in Supply Chain Management, Business, Engineering, or a related field (relevant experience can substitute; a Master’s degree is a significant advantage).
  • At least 10 years’ hands-on strategic procurement experience within large, complex project environments.
  • Recognized professional certifications such as CSCP or CPSM preferred.
  • Strong background using ERP systems, notably Oracle.
  • Demonstrated international leadership, negotiation, and communication abilities.
  • Experienced in procurement for sectors like energy, aerospace, mining, oil & gas, or construction is advantageous.
  • Fluency in both English and French, with exceptional English communication skills required for supplier and team interactions.
  • Firm grasp of financial processes, including invoicing, progress payments, and contract authorization protocols.
  • Willingness to travel internationally for supplier engagement and project meetings.
  • Must meet federal security screening requirements (minimum five years’ continuous Canadian residency, with no six-month interruptions).

  • Davie will observe a planned shipyard closure from July 18 to August 2 for a summer break.
