Job Overview
This position involves conducting in-depth background investigations on criminals or suspects by accessing various databases and collaborating with multiple law enforcement agencies including local, state, and federal organizations. The role requires synthesizing information to identify criminal patterns and associations, and presenting analytical reports for decision-making while ensuring confidentiality.
Key Responsibilities
- Analyze data by selecting vital elements and correlating new findings with existing intel.
- Perform background checks using computer systems like LexisNexis Accurint, Department of Public Safety License Retrieval System, and gang recognition sites, supporting numerous law enforcement agencies.
- Collect, interpret, and generate detailed reports based on analysis results.
- Identify criminal connections and trends related to organized crime, white collar offenses, and large conspiracies.
- Create visual aids such as graphs, charts, and tables for data presentation.
- Continuously improve workflows to enhance efficiency and customer service quality.
- Prepare periodic analytical documents on organized crime for police administrators and other agencies, maintaining strict confidentiality.
- Operate City vehicles as necessary for work assignments.
- Fulfill additional relevant duties as assigned.
Knowledge and Skills
- Understanding of research methodologies and crime types associated with organized and white collar criminal activities.
- Familiarity with intelligence file management, including creation, retention, distribution, and disposal requirements.
- Strong communication capabilities in English, both written and verbal, with some Spanish oral proficiency.
- Competency in data analysis, report writing, and presentation of findings in logical and clear formats.
- Proficiency in using computer software applications and office equipment.
- Ability to collaborate effectively with different agencies and maintain professional relationships.
- Capacity to conduct statistical and link analysis relevant to investigations.
- Physical ability to perform sedentary tasks for extended periods and use art tools required for chart creation.
- Capability to safely operate a vehicle and maintain a valid Texas driver's license.
- Adherence to health, safety, and professional standards set by the City of Laredo.
Work Environment and Physical Requirements
- Position primarily office-based with occasional exposure to vehicles and outdoor settings.
- Minimal physical exertion mainly involves sedentary work, with occasional lifting or moving up to 10 pounds.
- Rare exposure to hostile individuals or environmental hazards is possible but limited.
- Required to travel locally or regionally sometimes; no international travel.
Minimum Qualifications
- Bachelor's degree in Criminal Justice, Business, or related field from an accredited institution.
- At least one year of experience involving research methodologies or administrative duties with moderate proficiency in Microsoft Office (Word and Excel preferred); prior law enforcement experience is advantageous.
- Valid Texas Driver License required or ability to obtain one within six months if out-of-state license held.
