Information Communication & Technology (ICT) Manager

Overview

ZINWA is looking for a highly qualified and experienced ICT leader to take on the senior management role of ICT Manager. This position is pivotal for driving the Authority's digital transformation through formulating and executing ICT strategies that bolster secure, innovative, and customer-oriented technology solutions aligned with organizational goals.

Key Responsibilities

• Develop and implement ICT strategies consistent with the Authority’s strategic plans and global best practices.
• Lead the design and rollout of both short-term and long-term ICT infrastructure projects to meet evolving organizational needs.
• Anticipate business requirements and recommend relevant ICT systems and innovations.
• Maintain resilient ICT systems that ensure business continuity and operational efficiency.
• Promote continual enhancement of ICT capabilities responsive to technological and business changes.
• Keep all ICT systems updated with the latest international technological advancements and standards.
• Oversee ICT projects ensuring scope, timeline, and budget compliance.
• Manage budgeting processes for the ICT department including formulation, implementation, and monitoring.
• Perform additional tasks as delegated by senior management.

Candidate Requirements

• Bachelor’s degree in Computer Science, Information Technology, or a related discipline; a Master’s degree is an advantage.
• At least five years of managerial experience in ICT or a related field.
• Proficient project management skills and deep understanding of ICT infrastructure, systems, and emerging technologies.
• Strong leadership, analytical, innovation, stakeholder management, communication, change management, and problem-solving skills.
• Ability to think strategically with high integrity and commercial awareness.
• Awareness of cybersecurity principles and public service orientation.
• A strong technology-focused mindset coupled with excellent interpersonal, vendor management, team leadership, and collaboration abilities.
