Job Summary
We are looking for a seasoned Human Resources Manager to design and lead the HR department at Blacksand. This role encompasses talent acquisition, employee relations, HR operations, compliance, and the creation of policies and systems to support recruitment, development, and retention of top talent.
Key Responsibilities
- Collaborate with department heads to plan and execute recruitment strategies throughout the organization.
- Manage the full recruitment lifecycle including job postings, sourcing candidates, screening, interviewing, offering positions, and onboarding new employees.
- Ensure an effective onboarding program for new hires to facilitate smooth assimilation.
- Act as a trusted advisor for employees addressing HR queries and resolving day-to-day issues.
- Lead performance management activities such as goal setting, feedback sessions, and evaluations.
- Promote employee engagement, maintain positive workplace culture, and implement retention initiatives.
- Oversee HR administrative functions including contract management, record keeping, leave tracking, and end-of-service procedures.
- Ensure compliance with Saudi labor law, Ministry of Human Resources and Social Development (HRSD), GOSI regulations, and Saudization targets.
- Handle government-related administrative tasks including Qiwa, Muqeem, GOSI, iqama, and exit/re-entry permits.
- Manage compensation, benefits, and payroll processes in collaboration with the finance department.
- Conduct market benchmarking, salary reviews, and benefits improvements to stay competitive in Riyadh’s labor market.
- Develop, implement, and enforce HR policies and employee handbooks.
- Select and oversee HRIS systems, providing leadership with actionable people analytics and reports.
- Prepare and present monthly reports on headcount, recruitment, attrition, and Saudization status to the executive team.
- Build and expand the HR team as the company grows.
- Continuously enhance HR processes, tools, and standards from the ground up.
Qualifications & Experience
- Bachelor’s degree in Human Resources, Business Administration, or related discipline.
- Professional HR certifications such as SHRM or CIPD are highly desirable.
- Minimum of 8 years progressive HR experience, preferably with exposure to generalist and managerial roles.
- Industry experience in real estate, construction, hospitality, or similar multi-project environments is advantageous.
- Familiarity with managing both office and site-based staff.
- Experience in establishing or scaling an HR function is highly valued.
Skills & Competencies
- In-depth knowledge of Saudi labor laws and HRSD platforms like Qiwa, Muqeem, GOSI, and Saudization regulations.
- Practical experience with HRIS solutions such as Oracle HCM, SAP SuccessFactors, BambooHR, along with advanced Excel reporting skills.
- Strong communication, discretion, and stakeholder management abilities.
Additional Requirements
- Understanding of the Saudi and broader GCC talent market dynamics.
- Capability to juggle multiple priorities in a fast-paced real estate development environment.
- Fluency in English and Arabic languages is mandatory.
