About the Role

Key Responsibilities
- Lead and engage personally to achieve HSSEQ objectives, goals, and targets.
- Ensure safe and on-schedule project delivery and handover to owners, within budget, producing quality outcomes that deliver best value.
- Guide the project from an HSSE standpoint by establishing and implementing the Project HSSE Management System in the overall project execution strategy.
- Closely supervise the EPC contractor to secure compliance with project HSSE objectives.
- Provide leadership to PMC HSSE personnel, EPC contractors, and their teams.
- Promote and uphold a positive safety culture, behaviors, and active engagement across the project.
- Identify, assess, and resolve HSSE issues arising during the EPC phase.
- Coordinate with PMC Construction Engineers across different disciplines to support HSSE activities during construction.
- Ensure EPC contractor’s adherence to project-specific HSSE procedures and policies.
- Advise PMC teams on HSSE matters, collaborate on setting goals, and pursue their achievement.
- Oversee HSSE audits conducted by EPC contractors and report non-conformances or observations to project management and contractors.
- Verify that EPC contractor HSSE personnel hold the necessary qualifications.
- Manage implementation of the Project HSSE Plan within EPC contracts.
- Participate in reviewing EPC-prepared Project Execution Plans for comprehensive HSSE compliance.
- Ensure vendor and subcontractor HSSE systems meet project standards through EPC evaluations.
- Confirm that HSSE records are established and maintained properly by the EPC contractor.
- Support investigations into any HSSE concerns and effectively communicate outcomes.
- Deliver periodic performance feedback, including lessons learned, to project management and stakeholders.
- Monitor HSSE compliance and performance of EPC contractors and subcontractors.
Qualifications and Experience
- Bachelor’s degree in Safety, Health, Environmental, Technical, Scientific, Engineering or related discipline from a recognized university.
- Significant experience in Oil & Gas or Petrochemical industries.
- Competency in producing Health, Safety & Environmental Impact Assessments (HSEIA).
- Strong expertise in Quantitative Risk Assessment (QRA) development.
- Thorough familiarity with HSE assessment and reporting standards.
