Role Summary
The Head of HR Operations & Governance will be responsible for ensuring the efficient delivery of HR operational services and governance within Tanzania, including HR operations and controls, pensions, payroll, medical services, operational service delivery, management information, records management, stakeholder relations, and integrated reporting.
The role oversees manual and digital HR operations, business continuity plans, service quality monitoring, and intervention implementation to sustain employee service satisfaction. This leader will embed HR governance, ensure compliance with global standards, lead the maintenance of HR policies and union agreements, and manage audits, risk controls, and compliance programs aligned with the strategic HR governance framework. Developing and succession planning for the HR team to guarantee business continuity are key responsibilities.
Key Responsibilities
- Drive improvements in HR operational service delivery and escalate critical issues to senior management regionally and locally.
- Manage payroll operations ensuring governance and alignment with employee experience standards.
- Ensure adherence to all regional and country HR operating standards, protocols, and service requirements.
- Oversee third-party suppliers in compliance with sourcing policies and standards.
- Implement local service delivery models based on global frameworks, maintaining excellence in service standards.
- Manage legal contracts and service level agreements to guarantee compliance and value from outsourced services.
- Serve as a local champion for people systems such as Workday and People Portal, including content review and updates.
- Prepare and manage the HR function budget effectively.
- Oversee deferred pensioners and company obligations.
- Maintain and refresh HR digital platforms, including knowledge hubs with current content.
- Enhance employee experience through feedback and quality assurance mechanisms.
- Coordinate with the center colleague hub to ensure service level agreements are met.
- Lead digital adoption strategies for HR people systems in-country.
- Ensure HR governance alignment with global policies, including pre-screening, exit management, conformance testing, and root cause analysis.
- Act as the primary contact for HR audits interfacing with Group Internal Audit and Operational Risk Management, addressing audits, attestations, and controls.
- Develop and implement remediation plans to improve HR policies, procedures, and operations.
- Implement mandatory management controls and promote their understanding across the HR function.
- Support the Country HR Leadership Team in governance, control, processes, and daily operations best practices.
- Enhance team skills regarding people risk, remediation, and HR processes.
- Provide regular reporting on progress and updated plans to relevant stakeholders.
- Review and test HR CPAs, monitoring remediation until resolved.
- Ensure the HR function’s business continuity management plan is current, tested, and authorized.
- Lead the local People Experience team managing staff and workflows.
- Set clear vision, objectives, and deliverables for the HR operations team.
- Collaborate with senior regional and local leaders to address stakeholder needs related to People Experience and governance.
- Recruit, onboard, manage, and develop the HR Operations and Governance team.
- Set performance objectives and ensure alignment with operational strategies, including performance development plans.
- Drive individual development plans to build capabilities and ensure continuity.
- Monitor team performance against service level agreements and metrics, and provide coaching and recognition.
- Prioritize and allocate team tasks effectively, reviewing workload and productivity regularly.
- Continuously seek methods to improve team operations by benchmarking and adopting best practices.
- Manage team-related issues and complaints professionally.
- Guide the design and maintenance of reward programs aligned with group remuneration strategy, ensuring competitiveness and contribution to employee value proposition.
- Collaborate with HR Business Partners to promote awareness of reward initiatives.
- Support the annual pay review process and manage performance development and recognition schemes.
- Oversee survey data gathering, job matching and validation, and simplify reports for business application.
- Handle remuneration governance and related projects, ensuring data integrity and life cycle support.
- Enhance reward-related competence within HR and management teams.
Qualifications & Experience
- Bachelor’s degree or Advanced diploma in Business, Commerce or Management Studies.
- Proven commercial insight and prior comparable management experience in HR.
- Familiarity with digital tools relevant to HR, demonstrating room for further growth.
- Strong communication, ethics, and values aligned with senior-level demands.
- Experience in Human Resource Consulting.
- Capability in leading teams, influencing outcomes, and openness to change, with development areas considered.
