Role Overview

This leadership position entails steering civil engineering projects from initial planning phases through to final execution. The role demands ensuring projects are delivered punctually, within budget, and upholding high quality standards. Core responsibilities include overseeing maintenance efforts, collaborating with multiple stakeholders, upholding safety and regulatory compliances, and fostering innovation to optimize cost-effectiveness and operational efficiency.

Key Responsibilities

• Engage with stakeholders early to capture detailed project needs and specifications.
• Prepare comprehensive Bill of Quantities (BOQ) and develop thorough project proposals, including budgets, for management sanction.
• Work alongside the ERC team to finalize project designs and secure management approvals.
• Coordinate with the commercial division in tender issuance, analyzing technical and financial bids, and supporting contractor negotiations.
• Manage planning, monitoring, coordinating, executing, inspecting, and commissioning of internal civil projects ensuring alignment with timelines, budgets, and quality expectations.
• Supervise on-site operations, including contracted work, to comply with company standards, procedural guidelines, specifications, codes, and legal requirements.
• Drive completion of project milestones on-time and within budget while ensuring quality adherence.
• Facilitate discussions among design consultants, internal teams, and contractors for seamless project implementation.
• Conduct daily review meetings with project teams and contractors to monitor progress and implement timely corrective actions.
• Maintain rigorous on-site quality assurance through adherence to quality plans, audits, and ISO standards.
• Define and manage budgets for construction initiatives spanning multiple clusters, ensuring consistency with corporate financial objectives.
• Continuously monitor project expenses, adjust forecasts, and implement cost-saving strategies including vendor negotiations and resource optimization.
• Periodically assess financial progress relative to budgets, generating reports and strategic insights for senior leadership, and addressing any deviations.
• Evaluate financial risks in construction activities, proactively mitigating impacts to maintain budget compliance.
• Approve and validate contractor and consultant invoices to ensure accuracy and fairness.
• Ensure timely invoice payments to preserve positive contractor relationships and cash flow.
• Enforce contractor adherence to all safety protocols fostering a secure working environment.
• Innovate and implement alternative construction methods to reduce costs and expedite project delivery.
• Lead the adoption and integration of advanced digital technologies like Building Information Modeling (BIM) and Geographic Information Systems (GIS) to enhance project performance.
• Collaborate effectively with internal teams (ERC, TCD, Finance, Legal, PRMC) and external partners (contractors, suppliers, regulators, environmental consultants, local authorities) to facilitate project success.

Qualifications and Experience

• Essential academic qualification: Bachelor of Engineering or Technology in Civil Engineering.
• Proven experience of over 15 years managing large-scale civil construction projects.
