Facilities Management Supervisor

About the Role

Emirates National Schools in Dubai is looking for a seasoned Facilities Management Supervisor to lead the operations, maintenance projects, asset management, and contractor oversight across its educational and commercial sites. This position demands strong expertise in managing building maintenance, health and safety compliance, vendor relations, and project supervision to uphold high standards of safety, sustainability, and service delivery.

Key Responsibilities

• Evaluate new development project designs from facilities management and operational viewpoints.
• Track the progress of construction activities including review of materials and shop drawings.
• Verify project handover documents and closeout formalities.
• Take ownership of newly completed buildings and ensure operational readiness.
• Formulate and apply strategies to enhance building performance.
• Oversee refurbishment, renovation, and corrective maintenance efforts.
• Prepare scopes of work, technical specs, bills of quantities, and request for proposals documents.
• Design and implement annual and long-term maintenance plans.
• Supervise Planned Preventive Maintenance programs and assess contractor performance.
• Manage maintenance across HVAC, electrical, plumbing, low-current systems, civil works, and building fabric.
• Administer contracts for facilities management, security, cleaning, pest control, landscaping, catering, waste management, student transport, and nanny services.
• Ensure contractors meet key performance indicators, service quality, and contractual duties.
• Handle invoice approvals and contractor payments.
• Maintain and update asset registers and conduct condition and lifecycle assessments.
• Devise asset replacement and capital improvement plans, managing furniture, IT equipment, vehicles, and other operational assets.
• Ensure compliance with local laws and international standards by coordinating with relevant authorities including Civil Defense, Municipality, MOE, MOH and other regulatory bodies.
• Manage quality, health, safety, and environmental programs and conduct risk assessments with mitigation plans.
• Oversee swimming pool safety and regulatory compliance.
• Monitor utilities such as electricity and water, implement energy-saving and sustainability initiatives, review utility bills, and work with authorities to improve efficiency and reduce costs.
• Develop annual operating and maintenance budgets, generate financial and performance reports, and establish FM policies, procedures, and standards.
• Support resource planning, professional development, facility rentals, event support, and coordinate with technical and project teams to achieve operational goals.

Required Qualifications

• Bachelor’s degree in Engineering or related technical field preferred.
• At least 5 years of supervisory experience in facilities management, building maintenance, or property management.
• Proven ability managing contractors, maintenance operations, and facilities projects.
• Technical knowledge of FM operations, building maintenance systems, HVAC, electrical, plumbing, low-current systems, asset management, preventive maintenance, health and safety compliance, and project management.
• Hands-on understanding of carpentry, drywall, painting, landscaping, appliance repairs, and general maintenance.
• Proficiency in Microsoft Office and facilities management software.
• Excellent communication, leadership, analytical, organizational, and multitasking skills.
