Role Context
The Qatar Country Programme leads initiatives related to migration management, labor mobility, human development, and migrant protection. Under the direct supervision of the Chief of Mission in Qatar and in coordination with regional and headquarters offices, the Programme Officer manages and coordinates the country programme activities.
Key Responsibilities
- Administer and oversee the development and execution of the Qatar Country Programme including administrative, operational, and financial aspects of projects.
- Provide leadership, guidance, and technical supervision to national and international programme staff to ensure effective strategy implementation and address emerging operational challenges.
- Build and maintain strategic partnerships with UN agencies, humanitarian actors, governments, and other local stakeholders to foster programme success.
- Identify programme priorities and coordinate the design and development of new projects rooted in solid results frameworks and responsive to emerging trends and donor requirements.
- Communicate key programme directions to international stakeholders to maximize impact, avoid duplication, and mobilize funding.
- Ensure timely and high-quality preparation and submission of programme reports that meet IOM, donor, and stakeholder expectations.
- Coordinate preparation and compilation of programme briefs and updates for donors and partners in compliance with donor procedures.
- Monitor progress against strategic goals and benchmarks, advising on necessary adjustments and overseeing a comprehensive monitoring and evaluation framework in collaboration with M&E officers.
- Ensure programme objectives comply with organizational policies and donor agreements.
- Supervise production of communication and visibility materials in coordination with public information officers.
- Support strategic inputs and decision-making processes within the Country Office.
- Engage actively in donor and partner meetings at national and international levels.
- Provide mentoring, technical support, and capacity building to programme staff, including training delivery.
- Manage development and updating of assessment tools and standard operating procedures as needed.
- Maintain data collection and analysis systems for ongoing and new programmes, sharing relevant data with humanitarian partners.
- Undertake national and international travel as required to support programme implementation including visits to sub-offices.
- Perform other duties as assigned.
Qualifications and Experience
- Master's degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related discipline with five years of relevant experience; OR a University degree with seven years of relevant professional experience. Accredited universities are recognized per UNESCO listings.
- Proven experience in programme design, monitoring, reporting, and evaluation.
- Experience in capacity building and programme development activities.
- Track record of liaising effectively with government officials, diplomatic authorities, and national/international institutions.
- Experienced in organizing consultations, workshops, and seminars with senior stakeholders.
Skills and Competencies
- Comprehensive knowledge of migration-related topics addressed by IOM.
- Familiar with financial and business administration principles.
- Solid understanding of migration issues within the country and regional context.
- Familiarity with UN and bilateral donor programme frameworks.
- Ability to build and sustain productive relationships with government counterparts, international organizations, and private sector entities.
- Strong leadership, coordination, and information management capabilities.
- Knowledgeable about the UN System, NGOs, and similar institutions.
- Understanding of migration data, labour migration patterns, and border management in the GCC region with negotiation skills relevant to governmental authorities.
- Experience managing human and financial resources.
- Excellent analytical, conceptual, and writing skills.
- Strong communication and interpersonal abilities.
- Ability to work efficiently under pressure and meet deadlines with minimal supervision.
- Capacity to establish partnerships with various stakeholders including development partners, governments, UN entities, and local authorities.
Languages
Fluency in English and Arabic (both oral and written) is required. Knowledge of French and any other official UN language (Chinese, Russian, or Spanish) is an advantage. Language proficiency will be evaluated during the selection process.
