Role Overview

We are looking for a visionary and seasoned Director to lead the digital solutions and applications teams at NTUC. This pivotal role requires overseeing the delivery, operations, enhancement, and modernization of digital platforms and enterprise applications that service millions of members and support critical operations.

Key Responsibilities

• Develop and implement NTUC's digital solutions and application strategies aligning with organizational objectives.
• Advise senior leadership on technology-driven business transformation opportunities.
• Modernize digital platforms, enterprise applications, and member-facing services utilizing AI, automation, cloud technology, and modern engineering practices.
• Manage a comprehensive digital portfolio including strategy, procurement, design, development, implementation, operations, and system retirement.
• Establish governance, prioritization frameworks, and investment decisions for the digital portfolio.
• Direct multiple complex digital transformation projects, ensuring timely, budget-compliant, and outcome-focused delivery.
• Act as escalation point for delivery, vendor, and stakeholder concerns.
• Collaborate with senior business leaders to translate strategic goals into digital initiatives and foster strong partnerships across NTUC, unions, businesses, and affiliates.
• Guide, mentor, and cultivate a high-performing team fostering accountability, innovation, learning, and operational excellence.
• Manage significant technology budgets, lead large ICT procurement processes, vendor negotiations, and oversee performance management.
• Ensure compliance with policies, cybersecurity, regulations, and governance frameworks, managing risks and operational resilience.

Qualifications

• Bachelor's degree in Computer Science, Information Systems, Engineering, Business IT, or related fields.
• Experience within the public sector is a plus.
• Advanced degrees or professional certifications are beneficial.

Experience

• At least 20 years in technology delivery, digital transformation, or enterprise application leadership roles.
• Minimum 8 years managing teams and large-scale technology portfolios.
• Proven experience delivering complex enterprise systems.
• Expertise in ICT procurement, tender evaluation, vendor selection, and contract management.
• Managing extensive enterprise applications supporting diverse stakeholders.

Skills and Competencies

• Strong understanding of business and technology alignment.
• Excellent stakeholder engagement and executive communication capabilities.
• Proficient knowledge of enterprise application delivery, project management methodologies, cloud computing, cybersecurity, IT governance, systems integration, vendor, and contract management.
• Balanced strategic vision and practical execution skills.
• Effective leadership with influence across complex organizations.
