About UNICEF and Role Overview

The Deputy Representative (Operations) works directly under the Head of Office in Kabul, Afghanistan, providing strategic operational leadership and management support across multiple domains to enhance office effectiveness and program delivery for children.
Key Responsibilities
- Lead and assist the Head of Office in managing overall office operations, acting as Officer in Charge during their absence.
- Oversee essential operational functions including budgeting, financial management, risk mitigation, facilities, administration, supply chain and logistics, ICT, human resources, as well as safety and security.
- Drive staff development, career progression, and succession planning to maintain an agile and technically competent workforce.
- Participate in senior management teams, representing organizational risk, governance, and policy compliance viewpoints.
- Anticipate challenges, propose innovative and value-for-money solutions aligned with organizational priorities.
- Support results-based management and usage of technology to strengthen accountability and efficiency.
- Lead supply and logistics strategies ensuring program needs are met effectively while advising partners on supply chain matters.
- Manage risk identification and mitigation, internal controls, anti-fraud measures, and enterprise risk management systems.
- Take responsibility for facility management focusing on accessibility, sustainability, and shared spaces.
- Ensure business processes comply with regulatory frameworks and promote operational excellence.
- Represent the office in audit reviews and act as a focal point for prevention of sexual exploitation and abuse.
- Foster partnerships internally and externally, supporting financial transparency and donor accountability.
- Champion the UN reform process and collaborate towards unified business operating services.
Qualifications and Experience
- Advanced degree (Master’s or higher) in Business Management, Financial Management, Accounting, Public Finance or related operational fields, or a professional accounting certification (e.g., CA, ACCA, CPA) with active membership.
- At least 13 years of progressively responsible professional experience at national and international levels, including operations management areas like budgeting, finance, facilities, supply chain, ICT, and HR.
- Experience in development sector or UN/international NGOs is advantageous.
- Knowledge of private sector fundraising operations desirable when applicable.
- Additional expertise in audit, investigations, grant management, safety and security, or enterprise risk management is beneficial.
- Experience with corporate ERP systems and IPSAS preferred.
- Proven track record in results-based management and leading client-service oriented teams.
- Strong policy co-creation and stakeholder engagement capabilities valued.
- Hands-on strategic and managerial leadership experience mandatory.
- Proficient in Microsoft Office; fluent English required; knowledge of other UN or local languages is an asset.
