Role overview
This full-time permanent role is located at the EIB headquarters in Luxembourg and requires regular attendance in the office. The position sits within the Group Information Systems Directorate, Data & Corporate Solutions Department, Data Management Division, Data Engineering Unit. It is graded at level 5 and aligned to the internal benchmark of Officer IT Applications.
The European Investment Bank offers a highly international, multicultural setting and provides relocation support. Panel interviews are expected to start in June 2026.
What the role is about
The selected officer will be responsible for designing, building, fine-tuning, and supporting ETL workflows that feed the EIB Group’s Data Warehouse and Data Lake environments with dependable, high-quality data. The role is central to improving pipeline speed, resilience, and data accuracy while keeping solutions aligned with best practices, new technologies, and changing regulatory requirements.
Key responsibilities
- Keep the Data Warehouse and Data Lake platforms aligned with IT policies and ensure both qualitative and quantitative goals are met, while helping establish a consistent ETL development approach across applications.
- Structure, coordinate, and drive detailed analysis of business needs, and translate them into cost-conscious IT proposals and business cases.
- Lead assigned IT projects and deliver them within agreed timelines, scope, and budget by anticipating risks and applying corrective actions when needed.
- Prepare project artefacts such as charters, functional specifications, test scripts, and status updates, and review technical outputs to support unit objectives.
- Develop and maintain ETL jobs according to established best practices and define metrics to track improvements in data extraction performance.
- Apply technical expertise to design, test, deploy, and support data extraction processes in partnership with reporting officers, data officers, data owners, source system teams, and data warehouse IT custodians.
- Support users in a timely manner by resolving incidents, investigating root causes, and proposing or implementing enhancements.
- Provide specialist guidance on Data Warehouse and Data Lake topics, especially around extraction optimisation and related processes, to help the EIB Group remain aligned with leading industry practice.
- Contribute to cross-functional initiatives that may extend beyond the core domain and have defined objectives, timelines, and budgets.
Requirements
- A university degree, at least equivalent to a bachelor’s level, preferably in Information Technology, Mathematics, Finance, or a closely related field.
- At least 5 years of relevant IT experience, including work in data extraction management; experience in Data Warehouse or Data Lake environments within financial services and an international setting is preferred.
- Strong understanding of project management methods, practices, and principles.
- Hands-on experience with public cloud platforms such as AWS, GCP, or Azure.
- Solid technical background in ETL platforms such as IBM Infosphere Datastage, Talend, or Informatica, as well as reporting tools such as Power BI or similar.
- Working knowledge of Data Lake technologies such as Microsoft Data Fabric, Amazon Data Lake, Databricks, or Snowflake.
- Experience designing, testing, and rolling out business rules for an enterprise data warehouse.
- Experience building data extraction performance measures and preventative controls to support continuous improvement.
- Demonstrated success in improving data extraction processes and delivering results.
- Good knowledge of big data storage solutions such as Azure Storage Account, Lakehouse, and Amazon S3.
- Strong command of English and/or French, with a good level in the other language; knowledge of additional EU languages is an advantage.
Additional information
The role is based in Luxembourg and requires a regular office presence. The EIB supports relocation and welcomes candidates into an inclusive, diverse, and multicultural workplace. English and French are both official working languages of the institution; while French may not be mandatory for hiring unless explicitly stated, both languages are expected for future career progression. Language proficiency requirements are tied to internal progression rules, and training support is available.
