Job description

Company Overview

Our organization is dedicated to optimizing revenue collection and promoting tax compliance while effectively managing challenges and opportunities in a rapidly evolving business environment. We are seeking highly motivated, results-driven, well-qualified, and experienced professionals for the Contracts Officer role.

Position Purpose

Under the supervision of the Procurement Controller, the Contracts Officer will be tasked with planning, coordinating, managing, and administering contracts entered into by the Authority.

Key Responsibilities

  • Drafting contract documents covering goods, works, and consultancy services aligned with specific procurements for review by the Procurement Controller.
  • Participating in the evaluation of tenders and submitting recommendations to the procurement committee for approval.
  • Conducting market research to ensure contract variation requests reflect current market trends.
  • Preparing evaluation reports and compiling timely procurement committee submissions.
  • Ensuring timely development of solicitation documents in compliance with the Public Procurement Act No.8 of 2020 and Public Procurement Regulations, 2022.
  • Building and maintaining relationships with suppliers, negotiating within authorized limits.
  • Providing secretarial support to negotiation committees, including the Procurement Committee, as directed by management.
  • Collaborating with contract managers on possible contract variations and reporting contract status to management on a monthly, quarterly, or annual basis.
  • Verifying procurement invoices related to goods, works, and services to facilitate prompt payments for uninterrupted operations.
  • Effectively communicating verbally and in writing with management, colleagues, vendors, contractors, the general public, and suppliers to sustain productive working relationships.
  • Offering expertise in drafting technical specifications and terms and conditions for acquiring goods, services, and works.
  • Preparing procurement documents such as Invitations for Bids (IFBs), Requests for Proposals (RFPs), contracts, amendments, and renewals as required.
  • Supporting the development of annual procurement plans.
  • Conducting site inspections to monitor project execution and ensure compliance with contractual obligations.

Required Qualifications and Experience

  • Grade 12 School Certificate or equivalent (GCE).
  • A degree in Purchasing and Supplies, Social Sciences, Engineering, Business Administration, or Sciences plus a diploma from the Chartered Institute of Purchasing and Supply.
  • At least three years of relevant post-qualification experience in contract management and expediting.
  • Valid membership with the Zambia Institute of Purchasing and Supply along with a practicing license.
