Role overview
U.S. Pacific Fleet is looking for a Training Instructor at Joint Base Pearl Harbor-Hickam, Hawaii. The role centers on designing, delivering, and refining technical training so employees can build the knowledge and hands-on ability needed to meet established standards.
Key duties
- Carry out learning needs assessments and job task analyses to define training goals.
- Create lesson plans and supporting training materials aligned with course objectives.
- Update and improve assigned courses as needed to keep the training effective and relevant.
- Deliver instruction, monitor learner progress, and coach students so they can strengthen their performance.
- Maintain training files, progress summaries, qualification records, and other documentation needed for audits and historical records.
- Prepare and administer both written and hands-on examinations.
Conditions of employment

- Enrollment in the direct deposit payroll program is mandatory.

- A pre-appointment physical examination is required and must be passed.
- An interim and/or final security clearance is required before starting work; failure to obtain or keep it may lead to withdrawal of the offer or removal.
- Personal protective equipment such as helmets, gloves, coveralls, eye protection, respirators, and safety shoes must be worn throughout the shift.
- Work may involve exposure to potentially harmful physical and chemical agents, including fumes, dust, heat, radiation, and chemicals, and participation in medical surveillance programs is required.
- Travel may be required to CONUS and OCONUS locations, including remote or isolated sites, and the employee must be able to travel by military and commercial aircraft for extended periods.
- The job may require an uncommon work schedule, including nights, weekends, and holidays, with possible overtime, night differential pay, and other unusual duty hours.
- Evening and weekend work are part of this position.
Qualifications
To qualify at the GS-11 level, the resume must show at least one year of specialized experience equivalent to GS-09 or the comparable pay band in federal service, or equivalent experience in the private or public sector. This experience should include teaching classroom instruction in the practical application of trade theories, practices, and technical requirements, while also determining the instructional approach and developing course content and student evaluations.
This role falls under the 1712 series occupational information requirements. Relevant experience may include both paid and unpaid work, including volunteer service through National Service programs, since such experience can develop directly transferable competencies and skills.
Education substitution
Education may replace specialized experience for GS-11 if the applicant has a Ph.D. or equivalent doctoral degree, three full years of progressively higher graduate study leading to such a degree, or an LL.M. if it is related. Any qualifying education must demonstrate the knowledge, skills, and abilities needed for the job, and an official transcript is required when qualifying on education.
