Role Overview

The Senior Manager Asset Management is tasked with leading the strategic, operational, and financial oversight of a diverse portfolio of civic assets including hospitals, schools, and other community-oriented facilities. This position acts as a crucial intermediary between asset operations and investment management, ensuring all properties meet high service standards, efficiency, compliance mandates, and sustainable financial targets, thereby supporting community needs and delivering lasting value to owners.

Key Responsibilities

  • Manage operational and financial outcomes of a civic asset portfolio, focusing on healthcare and education sectors.
  • Monitor key asset indicators such as occupancy/utilization rates, service quality, operational effectiveness, lifecycle costs, and vendor/operator performance.
  • Formulate and implement annual business and asset management plans that align with ownership goals.
  • Conduct periodic performance assessments with facility operators to ensure compliance and excellence.
  • Ensure assets meet contractual, regulatory, and industry standards in maintenance and operation.
  • Supervise smooth transitions of new assets from project delivery to operational management, securing all necessary documentation and maintenance plans.
  • Oversee outsourced operational contracts, verifying adherence to KPIs, SLAs, and service quality benchmarks.
  • Evaluate operator reports, track progress, and prompt timely resolution of issues.
  • Manage yearly operations and maintenance budgets, monitor spending, and authorize payments.
  • Develop and uphold asset management policies, frameworks, and reporting procedures across civic facilities.
  • Serve as the primary liaison among operators, contractors, and internal teams.
  • Provide senior leadership with regular updates covering asset performance, risks, lifecycle strategies, and financial health.
  • Ensure strict compliance with health, safety, environmental standards, and applicable regulations relating to healthcare, education, and public safety assets.
  • Respond to audit feedback by implementing corrective measures collaboratively with contractors.
  • Drive continuous improvement initiatives in asset management practices, maintenance approaches, contractor oversight, cost control, and asset utilization efficiencies.
  • Promote adoption of asset management best practices in line with standards such as ISO 55000 where appropriate.

Stakeholder Relationships

Internal: Executive leadership, project delivery, finance, procurement, operations and maintenance, and planning teams.
External: Facility operators, outsourced contractors, PPP operators, regulatory bodies, municipalities, utility companies, auditors, consultants, and community stakeholders.

Qualifications and Experience

  • Bachelor's degree in Engineering, Facilities or Asset Management, or a related discipline.
  • At least 10 years of progressively responsible experience in infrastructure operations, contract administration, or asset management.
  • Experience managing assets within the civic, healthcare, education, or public sectors is highly desirable.

Skills and Competencies

  • Proficient in vendor and contractor management, budgeting, and performance evaluation.
  • Sound understanding of lifecycle asset management methodologies.
  • Strong communicative and stakeholder engagement abilities.
  • Capable of discreetly handling sensitive and confidential information.
  • Demonstrates integrity, high work ethic, team collaboration, problem-solving aptitude, and effective follow-through.
  • Excellent interpersonal skills and a professional demeanor.
