The Ministry of Social and Family Development (MSF) leads social and family policy in Singapore, delivering essential services designed to support vulnerable populations at various life stages through Family Service Centres, Social Service Offices, and partnerships. MSF is focused on initiatives such as integrated case management via Case Central, community support enhancements with ComLink+, government-wide insights from the Social Service Coordination Centre, early childhood programs, and sectoral digital transformation readiness.
Role Overview
As a Product Manager with MSF's Government Digital Transformation team, you will drive the development and delivery of products that serve multiple MSF divisions. You will be responsible for setting product strategy, prioritizing features, collaborating closely with business, engineering, and design teams, and ensuring adoption and operational readiness across stakeholders.
Key Responsibilities
- Define product strategies and OKRs aligned with MSF’s goals, designing a measurable roadmap to deliver outcomes.
- Prioritize product backlogs, make informed trade-offs, and clearly communicate rationale across domains.
- Collaborate iteratively with business, engineering, and design teams to ensure effective delivery and manage dependencies.
- Conduct comprehensive market and user research to uncover trends, user needs, and new opportunities.
- Champion user interests by integrating feedback into product planning and development processes.
- Work with Change Management teams to prepare for product rollout, including training, communications, and support to enhance adoption.
- Implement metrics, dashboards, and risk management measures covering privacy, data quality, and operational readiness.
Candidate Profile
- Minimum of 4 years’ product management experience with proven success in shipping deliverables and leading cross-functional teams.
- Bachelor’s degree in Computer Science, Business, Engineering, or similar fields.
- Proficiency in product management practices such as discovery, prioritization, data-driven decision-making, metrics tracking, and stakeholder influence.
- A strong sense of ownership and responsibility for results.
- Excellent communication and stakeholder management capabilities.
- Desirable but not required: experience in case management or workflow systems and familiarity with Salesforce platforms.
