This position offers the opportunity to contribute to Singapore’s Smart Nation vision by managing data-driven products within the Ministry of Education (MOE). You will be responsible for formulating product vision, handling complex problem definitions, prioritizing key use cases, and overseeing delivery and adoption across governance, platform, and data owner teams.

Key Responsibilities

• Establish the product vision, define problem statements, and set target outcomes aligned with MOE priorities.
• Identify and rank use cases by considering user requirements, policy objectives, and system impact.
• Translate stakeholder needs into detailed product features, workflows, and scope of implementation.
• Collaborate closely with engineering, platform, governance, and operations teams to ensure smooth delivery.
• Define clear ownership, operational models, and end-to-end processes among involved parties.
• Monitor adoption rates, usage statistics, and product outcomes, iterating as needed based on data and feedback.
• Maintain balance between user experience, governance standards, and technical viability.
• Provide product updates, trade-off analyses, and roadmap recommendations to leadership.

Deployment Tracks (Specialized Focus Areas)

Depending on organizational needs, the role may focus on one or more of the following areas:

1. Student Hub Data & Product

• Lead the delivery of a user-centered Student Hub connecting headquarters, schools, and students.
• Design user journeys, workflows, and system integration points.
• Prioritize features across data management, content delivery, and service layers.
• Ensure solutions align with schools' practical realities and encourage adoption.

2. WOG–MOE Data Architecture Products

• Develop products that enable seamless data sharing, integration, and interoperability across MOE and Whole-of-Government (WOG).
• Translate data architecture principles into practical features, standards, and reusable components.
• Focus on capabilities that facilitate cross-system workflows and data reuse.
• Balance long-term architecture objectives with incremental product advancements.

3. Data Governance & Metadata Products

• Create products enhancing clarity in data ownership, governance workflows, and compliance monitoring.
• Improve metadata quality, dataset documentation, and discoverability.
• Integrate governance into daily workflows rather than limiting to policies.
• Ensure governance tools are practical, scalable, and widely adopted by data owners.

4. Data Authorisation & Authentication Products

• Design solutions simplifying and securing data access request, approval, and provisioning processes.
• Enhance user experience without compromising on security and audit trails.
• Align identity, access controls, and data governance into cohesive product workflows.
• Promote consistent, transparent, and scalable data access models.

Required Qualifications and Experience

• Proven background in product management, digital delivery, consulting, or transformation roles involving multifaceted stakeholder environments.
• Capability to clarify ambiguous problems into concrete product direction.
• Experience managing products that mediate between policy goals, business priorities, and technical constraints.
• Familiarity with enterprise data governance, platform ecosystems, or public sector digital initiatives.
• Experience producing product artifacts such as roadmaps, service blueprints, and user journey maps.

Preferred Background

• Prior exposure to public service or education sectors or enterprise data transformations.
• Understanding of governance frameworks, metadata platforms, or access control systems.
