Panel Officer CCPP

Overview

The position of Panel Officer at CCPP involves maintaining and overseeing plant operating parameters to ensure safety, efficiency, and reliable performance across all operational states including steady runs, startups, shutdowns, and emergency events. The incumbent monitors Distributed Control System (DCS) and Programmable Logic Controller (PLC) panels while strictly following standard operating protocols.

Primary Responsibilities

• Manage and supervise panel and process parameters aligned with operational schedules, and oversee the consumption of chemicals and utilities.
• Maintain plant operation within prescribed limits for safe and optimal functioning; respond promptly to alarms and operational deviations as dictated by established procedures.
• Regularly analyze trends of critical parameters to detect emerging abnormalities and alert the Shift In-charge for timely corrective measures.
• Conduct routine equipment inspections, responding to automated alerts to pinpoint malfunctions such as leaks or breakages.
• Adhere to guidelines from Shift In-charge communicated via Shift Team Meetings and OMPRO directives to improve plant performance.
• Document the causes of deviations reported in OMPRO and enumerate corrective measures implemented.
• Initiate maintenance requests when equipment issues arise, coordinating with field operators and Shift In-charge.
• Maintain comprehensive written shift logs capturing parameter changes, events, actions taken, and necessary follow-ups in the OMPRO logbook.
• Aggregate and record operational data, instrument readings, and analysis results, flagging abnormalities or deviations to the Shift In-charge.
• Coordinate system shutdowns and startups through panel control and field communication.
• Access and utilize updated data and Process Technology documentation from resources such as ReIMS, intranet portals, and LIMS as required.
• Complete assigned activities within OMPRO and address Fire & Gas (F&G) alarms following the site's Emergency Response Control Plan.
• Continuously monitor and update systems such as APC, RTO, and optimizer as applicable.
• Comply with all relevant policies, procedures, and instructions to ensure controlled and consistent operations.
• Actively participate in continuous improvement efforts for systems, processes, and procedures.

Educational Requirements

• Diploma in Engineering is mandatory.

Experience and Skill Requirements

• A minimum of 3 years' experience working within a process plant, specifically at BSC, is required.
• Exposure to DCS operations is advantageous.
• Understanding of DCS/PLC systems and utilization of operational tools such as OMPRO, SAP-IM, ELS, and ReIMS.
• Knowledge of Plant Process Technology and safety protocols including work permit systems, interlock bypasses, and incident management.
• Competence in emergency handling, unit operations, material balance, effective communication, problem-solving, analytical thinking, ethical conduct, and the ability to maintain composure and make decisions in challenging situations.

Technical and Functional Competencies

• Ability to manage variation in key controlled operating parameters.
• Monitor the number of operating parameters in alarm states and manage quality deviations of products and intermediates during shifts.
• Performance effectiveness in relation to OMPro Key Performance Indicators (KPIs) such as Hand Over Take Over (HOTO) duration and unauthorized system overrides.
• Compliance with routine task completion and adherence to Standard Operating Procedures (SOPs).
• Proficiency in emergency response per the site’s Emergency Response Control Plan.
• Effective written and verbal communication within shift teams.
• Track record of implementing improvement suggestions and ideas.
