Job description
Overview of the Role
This role involves overseeing the secure, sustainable, and scalable functioning of the Republic of Singapore Navy's Digital Transformation Office's low-code ecosystem. The manager acts as a liaison between policy governance, technology providers, product teams, and business users to facilitate and maintain digital solutions within the RSN.
Key Responsibilities
- Oversee and govern the RDTO's low-code ecosystem, which includes Microsoft 365, Power Platform, Co-pilot, and Robotic Process Automation (RPA) tools.
- Create and uphold governance frameworks, standards, and operating procedures supporting low-code adoption across the RSN.
- Manage Development, Sandbox, and Production environments by handling provisioning, lifecycle oversight, and access control mechanisms.
- Ensure operational sustainability of deployed low-code products and keep inventories of applications, workflows, connectors, and shared components current.
- Facilitate onboarding, deployment, and scaling of products adhering to governance and security guidelines.
- Collaborate with partners and vendors on technical operational issues and moderate multi-stakeholder implementation discussions.
Challenges
- Maintaining up-to-date knowledge on rapid technology advancements and continuing upskilling to implement emerging best practices within the organization.
- Regular engagement with industry partners and defense technology entities to support the RSN’s low-code technical requirements.
Qualifications and Skills
- Preferably possesses a qualification in Computer Science, Software Engineering, Software Programming, or a related discipline.
- Has a minimum of three years relevant experience in infrastructure application, platform management, or solution engineering (however, candidates without experience are also welcome to apply).
- Demonstrates familiarity with ICT governance frameworks and low-code platforms such as Microsoft Power Platform, Co-pilot, and RPA technologies.
- Understands Continuous Integration, Continuous Delivery, and Continuous Deployment methodologies.
- Possesses strong analytical problem-solving capabilities.
- Exhibits effective communication and stakeholder management skills.
