Job Overview
The Inspector is responsible for performing routine field inspections, conducting basic compliance verifications, and monitoring activities within Dubai's media sector. This role involves carrying out low-complexity inspections, gathering evidence, recording initial observations, and supporting follow-up enforcement actions under senior staff supervision. The position offers an opportunity to develop regulatory expertise and inspection skills through structured training combined with practical field experience.
Primary Responsibilities
- Execute scheduled routine inspections using official checklists.
- Confirm visible compliance with required permits, licenses, and display standards.
- Detect basic non-compliance issues and escalate ambiguous cases to senior personnel.
- Assist in surprise or complaint-driven inspections as directed.
- Gather photographic evidence, permits, and observations during on-site visits.
- Compile draft inspection notes and initial findings.
- Upload and document all evidence into designated systems.
- Quickly report disputed or unclear inspection results.
- Support senior staff in investigations, re-inspections, and enforcement follow-ups.
- Deliver authorized notices or communications when assigned.
- Participate in campaigns addressing unauthorized advertising or repeated violations.
- Ensure all inspection equipment, devices, and paperwork are ready for daily operations.
- Follow routes and directives from Senior Inspectors or Supervisors.
- Report any safety or operational concerns without delay.
- Learn inspection techniques, regulatory guidelines, and enforcement processes.
- Incorporate feedback to enhance the quality of inspections.
- Uphold professionalism, punctuality, and integrity at all times.
Key Interactions
Internal: Regularly update the Section Head Compliance or delegated Senior Inspector on task progress and findings. Collaborate with Senior Inspector and Senior Specialist Compliance on inspections and investigations. Liaise with Legal Oversight for document or record requests and coordinate internally for permit or license verification.
External: Communicate professionally with regulated parties regarding documentation requests, meetings, or routine follow-ups. Assist coordination with municipalities, police, free zones, or other authorities during joint operations as required.
Skills and Competencies
- Perform basic site inspections and compliance checks.
- Collect and document evidence effectively.
- Write reports and maintain accurate records.
- Identify visible non-compliance or irregularities.
- Communicate professionally with stakeholders.
- Use Microsoft Office Suite and case management software.
- Fluency in written and spoken Arabic and English.
- Basic competencies in time management, execution excellence, continuous learning, community responsiveness, and positivity.
Qualifications and Experience
- No prior work experience necessary; open to fresh graduates and entry-level applicants.
- Up to 2 years' experience in compliance, investigations, governance, enforcement, or risk management is advantageous.
- Internship or trainee experiences in government, legal, regulatory, or corporate sectors preferred.
- Experience managing documentation or administrative workflows is beneficial.
- Previous work in outdoor, operational, site-based, or customer-facing roles is a plus.
- Strong willingness to learn regulatory procedures, field inspections, and enforcement protocols is essential.
- High School Diploma is mandatory; higher diplomas or certificates in Law, Business/ Public Administration, Media Regulation, or related fields are advantageous.
- Relevant training in compliance, governance, or risk management is preferred.
- Appointment requires obtaining judicial enforcement powers from Dubai Media Council; existing judicial enforcement authority from other UAE entities is helpful.
Performance Indicators
- Rate of completing assigned inspections within scheduled timelines.
- Proportion of enforcement actions effectively executed against violations.
- Average time taken to resolve non-compliance issues across media, gaming, and broadcast sectors.
- Percentage of corrective measures completed by entities within agreed deadlines.

The Dubai Media Council governs and develops Dubai’s media industry, aiming to position the emirate as a leading regional and global media hub through innovative policies and talent development initiatives.
Employment: Full-time, onsite position based in Dubai.

Salary Range: AED 10,001 to 20,000 per month.
