Role and Reporting

The HVAC Supervisor oversees subcontractor construction activities at Ras Laffan, Al Khor and Al Thakhira in Qatar, ensuring project completion within schedule and budget while adhering to quality, safety, environmental regulations, and procedural standards. This role reports to the Construction Supervision Department Manager and Discipline Superintendent.

Key Responsibilities

• Oversee subcontractor productivity, schedule adherence, safety, and quality of work; senior supervisors may lead a team of supervisors.
• Thoroughly review and understand all relevant discipline IFC drawings and engineering instructions to effectively supervise construction.
• Verify that subcontractors use the latest IFC drawings and maintain up-to-date drawings on-site.
• Notify the Superintendent promptly about any technical issues that may threaten the schedule.
• Ensure red-marked as-built drawings from subcontractors correspond to the latest IFC and incorporate all actual changes.
• Participate in mock-up and toolbox meetings to guarantee compliance with project specifications and standards.
• Coordinate daily activities with subcontractor discipline supervisors or foremen to meet weekly objectives.
• Provide daily progress reports to Superintendent and validate subcontractor production reporting, clarifying discrepancies as needed.
• Demand subcontractor adherence to contractual work scope and assist Subcontract Administration in identifying deficiencies.
• Support issuance of non-compliance notices regarding schedule or quality with factual data.
• Manage manpower allocation ensuring productive labor use for each activity.
• Confirm work permits issuance and coordinate inspection requests for daily tasks.
• Ensure method statements, risk assessments, and job safety analyses are completed.
• Prepare site daily for next day's work start without delays caused by missing instructions, permits, equipment, or safety accesses; promptly resolve issues.
• Forecast and arrange necessary tools and equipment for construction execution.
• Monitor material availability, promote cost-efficient usage, and oversee proper material handling, storage, and preservation to prevent damage.
• Advise Superintendent of any material shortages, losses, or damage requiring immediate attention from Procurement or Subcontract departments.
• Ensure compliance with quality standards by coordinating timely QA/QC inspections and raising RFIs post-completion and internal validation.
• Enforce strict compliance with HSE policies and procedures among all personnel on site.
• Attend contractor safety meetings and toolbox talks.
• Implement Técnicas Reunidas procedures on site, especially HSE programs including POP and LOTO.
• Apply corporate discipline tools to control daily work activities.
• Identify and report labor law issues (LL) to Superintendent during project execution.
• Track, follow up, and close punch list items during project handover.
• Review and approve work time sheets ensuring accurate hours and detailed justification of work performed and personnel involved.

Required Qualifications and Experience

• Diploma or Bachelor's degree in a relevant discipline.
• At least 10 years of construction experience in Oil & Gas.
• Experience on EPC projects in Oil & Gas, LNG, Petrochemical, Power Plant, or Industrial construction sectors.
• Proven supervisory experience managing subcontractors, other supervisors, and site teams.
• Capability to collaborate with departments including Engineering, Procurement, Planning, Quality, Commissioning, and Client teams.
• Strong leadership, communication, analytical, and decision-making skills.
• Ability to work effectively in multicultural settings and handle competing priorities within tight schedules.
• Proficient in spoken and written English.
