Department Overview
This position is open exclusively to residents of Colorado and may be used to fill multiple vacancies. The Operations and Strategy Division of Human Resources (HR) within the Colorado Department of Human Services (CDHS) delivers centralized HR services including benefit administration, compensation, equity, diversity and inclusion initiatives, employee relations, policy development, job analysis, evaluation and classification, organizational development, new employee orientation, performance management, interpretation of policies and laws, progressive discipline, records management, recruitment, grievance handling, reorganization, retention, selection appeals, settlement advisory, strategic planning, and overall HR consultation for CDHS managers and employees.
Work Arrangement
Weekly hybrid schedule requiring at least two days on-site and up to three days remote. Candidates must be able to attend an office located in Denver, Pueblo, or Grand Junction, Colorado. These arrangements may be adjusted as needed.
Primary Responsibilities
- Serve as an internal consultant analyzing and recommending HR solutions for assigned programs and client groups.
- Advise program leaders on employee relations issues using applicable local, state, federal laws, State Personnel Board Rules, Partnership Agreements, and Side Entity Agreements.
- Provide coaching and counseling through various platforms such as individual training, meetings, and open houses.
- Collaborate with supervisors, managers, and the Attorney General’s office on complex personnel matters requiring additional legal or program guidance.
- Manage cases through the Employee and Labor Relations (E&LR) Case File Management process, ensuring case updates are maintained.
- Advise on job evaluation and position description development including proper classification, union designation, staffing authority, employment conditions, FLSA status, and background requirements.
- Support business unit restructuring, workforce and succession planning.
- Conduct training for leadership and staff on job evaluation and best practices.
- Oversee recruitment processes including candidate assessment and selection, providing guidance to hiring managers aligned with regulatory requirements.
- Use applicant tracking systems such as NeoGov and others to manage recruitment and hiring workflows.
- Provide HRIS management and serve as backup support for other HR functions as assigned.
Minimum Qualifications
- Minimum of six years of relevant HR experience including talent acquisition and job evaluation; or
- A combination of HR education and experience equivalent to six years in related fields.
Preferred Qualifications
- Experience with state government HR operations.
- Expertise in managing high-volume recruitment efforts.
- Strong organizational skills with adaptability to shifting priorities.
- Excellent communication skills across diverse audiences.
- Comfortable adapting to system and process changes.
- Weight given to relevant years of state service, especially for transfers or partnership agreements.
Conditions of Employment
- Must pass State Personnel Certification for Job Evaluation and Selection Process.
- Standard background checks including CBI name check, court databases, reference verification, professional license checks, and drug screening as applicable.
- Residency in Colorado required at application and throughout employment.
- Occasional travel to various facilities as needed.
- Disclosure and explanation required for prior disciplinary terminations or resignations related to employment eligibility.
Selection Process
Candidates will be screened for minimum qualifications by reviewing submitted application details rather than cover letters or resumes. Following qualification checks, a comparative analysis involving examinations of documented qualifications and possibly standardized tests will occur. Supplemental questions require detailed responses to be evaluated on content and clarity. Appeal rights are available through the State Personnel Board with specific instructions for submitting appeals.
