Executive Projects Manager – Infrastructure, Water & Wastewater Projects

About the Role

Nafoud Al Athereia Contracting Company is searching for a seasoned engineering executive to lead the management and execution of infrastructure, water, and wastewater projects across Saudi Arabia. This role is based in Riyadh with frequent visits to project sites.

Key Responsibilities

• Lead the delivery of multiple infrastructure and water-related projects from start to completion, ensuring adherence to timelines, budgets, and quality standards.
• Formulate and oversee detailed project plans including scheduling, budgeting, cash flow, and allocation of resources.
• Monitor project progress rigorously, spotting delays or budget issues early and implementing corrective measures.
• Supervise and assess performance of Project Managers, Construction Managers, Site Engineers, and supporting teams.
• Maintain coordination with clients, consultants, government entities, subcontractors, suppliers, and internal departments.
• Analyze project performance data including reports, work schedules, productivity, costing forecasts, and invoice status.
• Manage all technical and contractual facets such as variations, change orders, claims, time extensions, and risk assessments.
• Ensure timely procurement of all necessary materials, equipment, labor, and subcontractors.
• Evaluate subcontractor performance to confirm compliance with scope, timelines, quality, and safety mandates.
• Collaborate closely with Quantity Surveying, Cost Control, Contracts, Procurement, Finance, and Business Development teams to maintain accurate project information facilitating strategic decisions.
• Support prompt preparation and approval of project progress invoices.
• Enforce stringent compliance with approved drawings, technical specifications, contract requirements, method statements, and Saudi regulatory standards.
• Uphold quality, health, safety, and environmental policies throughout all projects.
• Oversee project closeout activities such as testing, commissioning, documentation, handover, and resolving any outstanding contractual issues.
• Provide senior management with precise project status reports, early warnings of potential issues, and guidance on decisions.

Qualifications & Expertise

• Bachelor's degree in Civil Engineering; advanced degrees advantageous.
• Between 12 and 15 years of infrastructure and water project experience, with at least five years in senior project or executive management roles.
• Proven record managing infrastructure, water, and wastewater projects specifically within Saudi Arabia.
• In-depth technical knowledge of water networks, transmission pipelines, pumping stations, reservoirs, wastewater systems, and related civil construction.
• Extensive experience with project planning, budget control, contract administration, claims management, procurement, invoicing, and risk mitigation.
• Ability to manage concurrent projects and lead cross-disciplinary teams effectively.
• Familiarity with Saudi government project protocols and coordination mechanisms.
• Must be registered with the Saudi Council of Engineers.
• Project Management Professional (PMP) certification required; PgMP or equivalent advanced certifications preferred.
• Competency in Primavera P6, Microsoft Project, Microsoft Excel, and project reporting software.
• Strong leadership, negotiation, problem-solving, client-facing, and decision-making capabilities.
• Fluent Arabic and professional English proficiency.
