Role Overview

We are searching for a committed and technically skilled Engineering Project Manager to take full ownership of the delivery of a significant healthcare technology initiative. This position integrates responsibilities such as engineering leadership, analysis of requirements, architecting solutions, and managing releases. The successful candidate will oversee the entire software lifecycle, from gathering requirements and design to development, testing, deployment, and ongoing support in production.

Key Responsibilities

• Lead the entire delivery lifecycle including planning, execution, preparing for release, and ensuring production stability.
• Manage delivery schedules, milestones, priorities, dependencies, and release timetables.
• Conduct sprint planning, backlog grooming, release preparation, and delivery evaluation processes.
• Coordinate activities across development, quality assurance, DevOps, information security, and design teams.
• Identify, track, and resolve risks, blockers, and dependencies affecting delivery.
• Handle multiple concurrent workstreams, including features, defects, incidents, and analytics.
• Provide transparent status updates covering progress, risks, and key decisions.
• Support organizational change management, facilitate release approvals, and uphold governance standards.
• Engage with stakeholders to capture and clarify business, clinical, and functional needs.
• Translate stakeholder requirements into detailed technical specifications, user stories, and acceptance criteria.
• Detect gaps, conflicts, dependencies, and potential technical risks at early stages.
• Prioritize product backlogs and evaluate impacts related to scope, timelines, and resources.
• Organize workshops, stakeholder reviews, demonstrations, and release discussions.
• Maintain clear documentation of decisions and manage stakeholder expectations.
• Manage relationships and coordination with external vendors, auditors, and integration partners.
• Provide ongoing technical leadership for frontend, backend, QA, DevOps, and data engineering teams.
• Translate project objectives into prioritized engineering plans and action steps.
• Support engineers by resolving technical blockers and guiding implementation choices.
• Review architectural designs to ensure they meet standards for scalability, security, maintainability, and alignment with organizational architecture.
• Supervise architecture across applications, APIs, databases, integrations, and cloud infrastructures.
• Manage technical risks, debts, dependencies, and integration complexities.
• Participate in design reviews, architectural discussions, code assessments, and release evaluations.
• Mentor team members and promote best engineering practices and accountability.
• Contribute hands-on through development, testing, configuration, and demonstration when required.
• Oversee cloud infrastructure management including CI/CD pipelines, environments, and deployment procedures.
• Ensure releases adhere to control measures, are repeatable, and comply with change management protocols.
• Coordinate deployment activities such as rollbacks, monitoring, and post-release validations.
• Monitor system health for performance, availability, and resource capacity.
• Lead incident response efforts and manage resolution of production issues.
• Conduct root-cause analyses and instigate preventive measures.
• Support disaster recovery, data backup, and overall system resilience planning.
• Implement and maintain quality, security, privacy, and compliance throughout the delivery process.
• Define testing scopes, acceptance criteria and ensure readiness for releases.
• Evaluate defects, test outcomes, and potential risks prior to deployment.
• Coordinate efforts for security reviews, audits, vulnerability assessments, and remediation plans.
• Ensure critical issues are addressed before releases proceed.
• Maintain comprehensive technical documentation and release evidence.
• Lead troubleshooting and critical issue resolution when necessary.

Qualifications

• Bachelor’s degree in Computer Science or a related discipline.
• Minimum 7 years experience in software engineering roles, with at least 3 years in leadership of software projects and teams.
• Proven track record delivering end-to-end production systems.
• Strong knowledge of frontend and backend development, APIs, databases, cloud platforms, DevOps, information security, and analytics.
• Expertise in translating requirements into technical deliverables.
• Experience managing software releases, incident resolution, risk mitigation, and dependency handling.
• Strong background in Agile methodologies such as Scrum or Kanban.
• Familiarity with tools including Jira, GitHub, and Azure DevOps.
• Excellent communication, leadership, and analytical problem-solving capabilities.
• Ability to perform effectively under pressure and during production incidents.
• Fluent in written and spoken English.

Preferred Experience

• Background in healthcare, government, or regulated industries.
• Experience working with enterprise or large institutional customers.
• Technical proficiency spanning Flutter, Django, React, and PostgreSQL.
• Hands-on experience with Azure cloud services, Docker, and CI/CD pipelines.
• Knowledge of mobile app deployments (iOS and Android).
• Understanding of identity management protocols such as SAML, OpenID Connect, and OAuth2.
• Familiarity with healthcare data standards including HL7/FHIR.
• Insight into security audits, vulnerabilities, and compliance management in healthcare (e.g., HIPAA, Qatar PDPPL).
• Relevant certifications such as PMP, Scrum, or ITIL.
• Arabic language skills are an added advantage.
