Role Summary

The Director, Learning Strategy & Operations is a senior leadership position within the global Learning & Talent Development (L&TD) organization, dedicated to supporting the growth and development of RTX’s workforce exceeding 185,000 employees. This pivotal role advances the enterprise learning agenda by shaping strategies, managing critical initiatives, and fostering collaboration throughout the L&TD function. The director serves as the primary liaison to align organizational needs with scalable learning solutions and is responsible for strategic communications that effectively convey the team’s impact.

Key Responsibilities

• Collaborate closely as a strategic advisor to the Head of L&TD, prioritizing organizational learning initiatives and representing the function in senior leadership forums.
• Lead high-profile, strategically important enterprise learning projects from conception to deployment, ensuring stakeholder alignment and measurable outcomes.
• Drive the evolution of the learning technology ecosystem by partnering with IT and vendors to enhance learner experience and system integration.
• Consult with HR and business leaders to design and implement enterprise capability frameworks, including role-based skill requirements and career development pathways.
• Champion learning’s role in business transformation efforts, facilitating adoption and sustained behavioral change.
• Support financial planning for learning investments, including budgeting, vendor management, and capacity planning to optimize returns.
• Oversee team operations, close capacity gaps, remove obstacles, and enforce standards for scalable, quality delivery and measurement.
• Lead data collection and impact analysis efforts, producing compelling executive-level presentations showcasing learning achievements and business value.
• Continuously monitor industry trends and external benchmarks to incorporate new insights and maintain a future-forward learning organization.
• Manage team branding and visibility through collaboration on learning resources and communication channels.
• Be prepared to travel up to 40% domestically and globally to support program execution and stakeholder engagement.

Required Qualifications

• Bachelor’s degree or equivalent experience with at least 14 years in relevant fields; alternatively, an advanced degree with a minimum of 12 years of experience is acceptable.
• Over 12 years of demonstrated expertise in Learning & Development, Organizational Development, or Talent Management, with a track record of leading complex learning strategies.
• Strong consulting abilities, stakeholder management, project leadership, and influential communication skills.
• Comprehensive knowledge of adult learning theories, instructional design, and content development methodologies.
• Proficient in advanced writing, facilitation, and creation of transferable skill programs.
• Expertise in producing executive-ready visual storytelling and PowerPoint presentations.
• Experience managing operations such as budgeting, planning, and vendor relationships.
• Ability to integrate strategic insight with hands-on execution and effectively navigate ambiguity.
• Deep understanding of vendor management processes, including RFPs and external delivery oversight.
• Global perspective with experience crafting scalable, culturally adaptive learning solutions.
• Strong familiarity with enterprise learning systems (LMS, LXP) and technologies to enhance scale, engagement, and measurement.

Preferred Qualifications

• A Master’s degree in Organizational Development, Learning & Development, Human Resources, Business, or related fields.
• Experience operating within complex, matrixed global organizations.
• Leadership experience in managing Learning & Talent Development Centers of Excellence.
• Relevant certifications such as coaching, psychometric assessments, and change management.

Additional Information

This role requires U.S. citizenship due to program/contract security requirements. No security clearance is necessary. Employees will primarily work remotely, with occasional on-site attendance as determined by management. Selected candidates may be asked for in-person interviews at an RTX office regardless of remote status.

The expected salary range is between 186,200 and 353,800 USD annually, varying by experience level and other factors such as location and skillset.
