This role offers a chance to contribute to a cutting-edge landmark project in Rwanda. Mace has a history of delivering Project Management Consultancy (PMC) services for major aviation initiatives aimed at improving passenger capacity and service standards.

Key Responsibilities

• Develop and continuously update the Project Stakeholder Register and Stakeholder Engagement Plan (SEP) throughout major project phases.
• Lead public consultations and community engagement activities ensuring adherence to IFC Performance Standard 1, project Environmental and Social Impact Assessment (ESIA), and Rwandan laws.
• Establish and maintain strong relations with major stakeholders including Rwanda government entities (RDB, RCAA, MININFRA), development finance institutions, local communities, and NGOs.
• Oversee and coordinate community grievance mechanisms ensuring prompt resolution and thorough documentation.
• Create and distribute stakeholder communication materials such as briefings, newsletters, and public updates.
• Work with the Project Communications team to align all external stakeholder communications with the project’s communication strategy.
• Track stakeholder perceptions and alert the Project Director early to any emerging issues or community concerns.
• Manage and report progress on Resettlement Action Plan (RAP) implementations alongside the social safeguards team.
• Represent the project at public forums, government meetings, and community engagement events.
• Produce monthly reports on stakeholder engagement activities and maintain an up-to-date grievance log.

Candidate Requirements

• A minimum of 12 years’ experience in stakeholder engagement and social performance management on large infrastructure or extractive sector projects.
• Thorough understanding of IFC Performance Standards (PS1, PS5, PS7), the Equator Principles, and Environmental and Social Impact Assessment (ESIA) procedures.
• Demonstrated experience managing community engagement and resettlement efforts in Sub-Saharan Africa; experience in Rwanda is highly preferred.
• Degree holder in Social Sciences, Development Studies, Environmental Science, or related fields.
• Excellent interpersonal and communication skills, with the ability to interact effectively with government officials, local populations, and international financial institutions.
• Fluency in English is mandatory; proficiency in French and/or Kinyarwanda is a strong advantage.
