Role Overview
Raising The Village is an international development organization focused on ending ultra-poverty in Sub-Saharan Africa. The organization works across Uganda, Rwanda, and DRC, with additional team members in North America, and uses data-driven approaches to improve community outcomes. Since 2012, its programs have reached over 1,000,000 lives, with a longer-term ambition to support 1 million people each year by 2027.
The Senior Data Analyst will play a central role in evaluation, advanced analytics, and data quality across the organization’s programs. This position connects monitoring and evaluation, analytics, predictive insights, and data collection functions to ensure decision-making is based on trusted data and meaningful evidence.
Based in Kigali, Rwanda, this role provides technical leadership on evaluation methods and data management, while also supporting operations in Rwanda and other countries where the organization works. The role will guide the Rwanda MEL team, improve internal data systems, and uphold standards for data governance, quality, and reporting.

What You Will Do
- Design and apply analytical methods that help measure program performance and support organizational learning.
- Offer technical direction on monitoring, evaluation, and data analysis to strengthen evidence generation.
- Convert complex datasets into practical insights for strategic and day-to-day decisions.
- Contribute to the creation and ongoing refinement of performance measurement frameworks.
- Encourage the use of evidence and data to improve innovation and program effectiveness.
- Manage data collection, validation, consolidation, storage, and reporting activities across country programs.
- Set up and maintain strong processes for data quality assurance and data integrity.
- Review and improve data collection tools and workflows before they are rolled out.
- Carry out regular data audits and implement follow-up actions to address quality gaps and compliance issues.
- Oversee data management practices to maintain consistency, security, integrity, and reliability.
- Strengthen data governance standards, quality controls, and assurance mechanisms.
- Ensure alignment with internal and donor data management requirements.
- Coach and mentor MEL staff while providing technical leadership to the team.
- Work closely with Monitoring, Evaluation, Programs, Technology, and other teams to support shared goals.
- Help shape and implement data strategy and organizational priorities.
- Build analytical capability across country teams to support evidence-based programming.
- Prepare reports, presentations, dashboards, and evaluation summaries that support the improvement of the government-led model.
- Share findings with senior leaders, donors, and external stakeholders to support decisions.
- Support organizational learning through clear communication of results and evidence.
- Respond promptly and professionally to technical questions related to data and evaluation.
- Improve reporting systems that track data quality, performance trends, and program impact.
Requirements
- A bachelor’s degree in Statistics, Economics, Quantitative Economics, Computer Science, Mathematics, Population Studies, Monitoring & Evaluation, Data Science, Social Sciences, or another related quantitative discipline is required.
- A master’s degree or postgraduate qualification in Monitoring & Evaluation, Statistics, Data Science, Economics, or a related field is an added advantage.
- At least 5 years of progressive experience in data analytics, program evaluation, monitoring and evaluation, or data management.
- Proven background in leading evaluation studies and managing data quality systems.
- Experience working with development organizations, NGOs, or large-scale impact programs.
- Exposure to multi-country data initiatives is an advantage.
- Experience in East Africa and rural community development programs is preferred.
- Advanced skills in Python, R, STATA, Alteryx, Epi Info, Tableau, Power BI, SQL, and advanced Microsoft Excel.
- Experience using digital data collection tools such as SurveyCTO, Survey123, KoboToolbox, CommCare, or comparable platforms.
- Strong understanding of database management, ETL workflows, and data governance principles.
- Good knowledge of impact evaluation methods, statistical analysis, and research design.
- Experience building dashboards, visual reporting products, and automated reporting systems.
- Strong analytical, problem-solving, leadership, and project management abilities.
- Excellent communication, stakeholder engagement, and organizational skills.
- High attention to detail and a strong commitment to data quality.
- Ability to handle multiple priorities and tight deadlines.
- Results-focused mindset with a commitment to continuous improvement.
- Fluency in English is required.
- Working knowledge of French is highly desirable.
