About Turner & Townsend
Turner & Townsend is a global professional services firm with a workforce of over 22,000 across more than 60 countries. We partner with clients in real estate, infrastructure, energy, and natural resources to deliver transformative projects that enhance lives. Our expertise spans programme, project, cost, asset and commercial management, performance controls, procurement and supply chain, net zero initiatives, and digital innovations. As a majority-owned company of CBRE Group, Inc., we combine premier programme and cost management capabilities worldwide.
Role Overview
The Senior Consultant will spearhead the end-to-end deployment of an enterprise-level Project Management Information System (PMIS). This role is responsible for translating governance frameworks, workflows, data architectures, templates, key performance indicators (KPIs), and reporting requirements into a completely configured, functional PMIS environment. Acting as the strategic and technical bridge, the Consultant will align governance designs, system vendors, technology frameworks, and project teams to ensure the PMIS serves as the authoritative source for project and programme management.
Key Responsibilities
- Develop and implement governance frameworks, including workflows, RASCI matrices, delegation of authority, stage gates, templates, KPIs, and reporting frameworks.
- Formulate a PMIS rollout plan covering phases such as sequencing, data migration, integration, testing, and deployment.
- Configure key PMIS modules related to project controls, cost, schedule, risk and issues, change management, procurement, contract and document control, and reporting dashboards.
- Design workflows that incorporate delegation thresholds, approval routing, escalation protocols, and milestone checkpoints.
- Lead data integration and migration efforts with mapping, validation, cleansing, and traceability of data through KPIs to executive reports.
- Engage with PMO teams, vendors, consultants, and implementation partners to coordinate requirements collection, solution validation, and change management initiatives.
- Oversee the creation and digital enablement of templates, structured data fields, validation rules, and standard operating procedures.
- Manage system testing cycles for issue resolution and ensure workflows and reports operate as specified.
- Monitor system performance, user adoption, and compliance with governance throughout pilot, phased, and full enterprise deployments.
- Establish post-deployment support processes including hypercare and continuous improvements.
Required Qualifications & Experience
- Minimum 10 years’ experience delivering PMIS implementations for capital projects or extensive programmes.
- Proficiency with platforms like Oracle Primavera Unifier, PMWeb, Aconex, Procore, InEight, EcoSys, or comparable systems.
- Strong expertise in project controls, governance models, workflow architecture, and enterprise-level PMO operations.
- Experience working within the GCC region is highly advantageous.
Technical Skills
- Expertise in workflow automation, creating structured templates, and developing KPI frameworks.
- Deep understanding of integration technologies including APIs, ETL processes, and middleware solutions.
- Familiarity with document control systems and Common Data Environments (CDE).
- Knowledge of BIM-enabled workflows is a plus.
Soft Skills
- Exceptional communication and stakeholder engagement capabilities.
- Strong analytical thinking and problem-solving competence.
- Proven leadership of cross-functional teams and vendor relationship management.
- Ability to adapt effectively in complex, multi-stakeholder environments.
- Excellent documentation and presentation skills.
