Project Field Operations Manager

Overview

The role focuses on efficient organization deployment and preparedness of facilities for startup and operation phases. It involves coordination with various entities to define and manage operation, maintenance, and commissioning scopes aligned with contractual and regulatory standards. The manager ensures delivery of safe, operationally fit facilities featuring constructible designs that optimize maintenance and operational costs while facilitating smooth transition to operations.

Responsibilities

• Lead a commissioning, maintenance, engineering, inspection, and SIMOPS specialist team, growing from 2-3 members early to about 35-40 at project peak.
• Manage financial responsibilities ranging from direct oversight of 2 to 10 million USD per year to indirect accountability exceeding 30 million USD annually during peak periods.
• Enhance operational expenditure and production through design review and optimization impacting plant availability and major project scheduling.
• Promote exemplary health, safety, and environmental (HSE) practices within the team, ensuring compliance and competency.
• Develop and execute the Field Operation Execution Plan with clear reporting to the Major Projects Manager regarding progress, risks, and concerns.
• Encourage early-stage optimization in design by identifying areas for improvement.
• Support Major Projects VP in engaging shareholders and partners on operational matters, including participation in workshops and committee meetings.
• Organize routine and ad hoc meetings with contractors to ensure alignment and progress.
• Coordinate with Engineering & Construction on brownfield and tie-in operations related to existing facilities.
• During Basic Engineering phase, revise key operational documents like Operating Philosophy, OPEX estimates, Production Availability studies, and Start-up sequences.
• In Detailed Engineering phase, validate operability, asset integrity, flow assurance, participate in 3D modeling reviews, hazard and safety studies (HAZOP, HAZID), risk assessments, and validate design architecture including RAM and SIMOPS scenarios, ensuring effective isolation procedures.
• Define operational needs including organization, workforce planning, logistics, services, recruitment, and training.
• Oversee maintenance and inspection engineering performance during Construction, Commissioning, and Startup phases.
• Lead acceptance testing (FAT, SAT), pre-commissioning, mechanical completion, and commissioning activities including strategy preparation and team management.
• Supervise facility start-up and coordinate with internal and external stakeholders.
• Facilitate facility handover to operational teams and prepare training programs and contractual agreements assisting Field Operations.
• Implement continuous improvement by preparing best practices and capturing project feedback.

Context

Projects involve developing offshore platforms linked to existing infrastructure, subsea pipeline installation, surface facility upgrades, and replacement of Floating Storage and Offloading units (FSOs), potentially spanning multiple international sites with complex inter-entity coordination.

Brownfield projects demand coherent design approaches to ensure smooth future operations. Front-End Engineering Design (FEED) and EPC execution occur primarily at contractor sites, with possible international missions to monitor progress.

Education and Certification

• Bachelor's degree or equivalent engineering qualification.
• Certifications required: H2S OPITO and T-BOSIET trainings.

Experience and Skills

• 15-20 years of offshore oil and gas project experience including at least 10 years in a similar managerial role.
• Minimum 10 years experience in senior roles within large multinational teams.
• Preferably experience at FEED stage of offshore facilities.
• Readiness for global technical assignments.
• Proficient with NOC General Specifications, Prodom, ICAPS, MOQ standards, and related codes.
• Fluency in English and strong computer literacy.
• Robust leadership, communication, analytical skills, and capacity to operate effectively in multicultural, complex environments.
