Position Overview
We are looking for a seasoned Program Director to head a significant infrastructure construction supervision and PMCM programme based in Jeddah, Saudi Arabia. This senior leadership role demands responsibility for the successful delivery of a large-scale infrastructure project, ensuring all work is performed safely, punctually, within budget, and adheres to quality standards.
Key Responsibilities
- Steer the comprehensive delivery of the infrastructure construction supervision/PMCM project in Jeddah, providing strategic leadership and governance across all project activities.
- Serve as the principal representative for the consultant/PMCM team, ensuring alignment with client requirements, contractual agreements, and program objectives.
- Foster a high-performance culture within supervision and project management teams to integrate design, construction, commercial, planning, HSE, quality, and stakeholder relations functions.
- Act as the chief liaison for the client and essential project stakeholders, including government bodies, developers, contractors, and internal leadership.
- Preside over high-level progress meetings, executive reporting, issue resolution, and strategic decision forums to maintain effective communication and coordination.
- Supervise all construction supervision tasks, ensuring contractor compliance with contracts, approved designs, safety mandates, and quality benchmarks.
- Monitor site progress, promptly address issues, and lead the development of construction methodology, sequencing, logistics, and program constraints management.
- Ensure effective programme control covering scheduling, budgeting, risk management, change control, and performance tracking.
- Oversee commercial governance including contract reviews, claims analysis, and claim certification, safeguarding client interests.
- Promote a robust health, safety, and wellbeing ethos, ensuring all activities comply with local regulations, HSE requirements, and quality management systems.
- Lead and inspire a multidisciplinary team encompassing engineers, managers, planners, and specialists, setting clear objectives and fostering collaboration, communication, and talent development.
Qualifications and Experience
- Degree in Civil Engineering, Construction Management, Project Management, or related field.
- Minimum of 20 years' professional exposure in infrastructure, construction supervision, PMCM, or programme management roles.
- Proven leadership of major infrastructure projects within the Middle East, preferably Saudi Arabia or the GCC region.
- Deep expertise in managing complex construction programmes with multiple contractors and stakeholders.
- Prior senior leadership roles such as Program Director, Project Director, Construction Director, or Senior Programme Manager.
- Strong familiarity with government clients, developers, authorities, and commercial & contract administration.
