About the Role
NSH Saudi is looking for a skilled Procurement Manager to oversee procurement functions for large-scale EPC projects within the Oil & Gas sector in Saudi Arabia. The role requires managing strategic sourcing, vendor relationships, subcontracting, and procuring materials and equipment vital to extensive industrial projects.
Key Responsibilities
- Design and execute procurement strategies tailored to Oil & Gas EPC projects.
- Oversee the full procurement process from Request for Quotations (RFQs) and bid evaluations to issuing purchase orders and ensuring material delivery.
- Procure a wide array of materials including mechanical, electrical, instrumentation, piping, structural, and construction items.
- Identify, assess, and negotiate with suppliers and subcontractors aiming for optimal commercial and technical results.
- Ensure timely acquisition and delivery of supplies that align with project timelines.
- Collaborate closely with Engineering, Project Management, Quality Assurance/Quality Control, Logistics, and Construction departments.
- Supervise supplier performance, troubleshoot delivery challenges, and maintain strong vendor partnerships.
- Review commercial and technical submissions and lead contract negotiations.
- Adhere strictly to project requirements, company policies, and client standards.
- Compile procurement reports, cost assessments, and status updates for management consideration.
- Manage procurement budgets diligently, seeking savings without quality compromise.
Requirements
- A Bachelor's degree in Mechanical, Electrical, or Industrial Engineering; Supply Chain Management; or related fields.
- 10 to 12 years of procurement experience within the Oil & Gas EPC sector.
- Minimum of 5 years in a leadership position managing significant EPC projects.
- Deep expertise in sourcing project materials, equipment, and managing subcontract packages.
- Strong familiarity with international procurement standards, commercial contracts, and supplier management.
- Experience with major industry clients such as Saudi Aramco, SABIC, ADNOC is highly valued.
- Exceptional negotiation, commercial insight, analytical abilities, and leadership qualities.
- Proficiency with ERP platforms such as SAP or Oracle, alongside Microsoft Office applications.
Preferred Attributes
- Prior work experience in GCC/Saudi Oil & Gas initiatives is advantageous.
- Robust leadership and team coordination capabilities.
- Capacity to perform effectively under pressure while managing multiple procurement tasks.
- Strong communication skills and expert stakeholder engagement.
