Role Overview
The company seeks an experienced Procurement Contracts Specialist to join the Subcontracts team at the Edmonton/Fort McMurray site. Reporting to the Senior Manager Subcontracts, this role liaises with various departments including project management, construction, fabrication, estimations, legal, engineering, finance, HSE, quality, and others to ensure seamless contract management.
Working Conditions
- Work schedule of 14 days on followed by 14 days off.
- Fly-in/Fly-out arrangement.
- Must reside locally in Edmonton.
Key Responsibilities
- Collaborate with project teams to formulate subcontract sourcing strategies and implementation plans.
- Carry out subcontract supply chain functions ensuring successful project delivery, performance, quality, value, service, technical enhancements, and safety.
- Develop detailed scopes of work, quality benchmarks, commercial strategies, and integrate client contract terms as required.
- Research and recommend subcontractors based on evaluation factors including capacity, quality, experience, safety record, and financial viability.
- Manage all Request for Proposal (RFP) and informal sourcing activities including package preparation, clarification coordination, technical and proposal evaluation, negotiation, and award recommendation.
- Create and negotiate subcontract award documents and terms.
- Oversee subcontractor mobilization, track subcontract execution ensuring performance, manage costs, handle changes, verify invoices, issue formal communications, resolve disputes, and perform performance assessments.
- Contribute to the training, operation, and maintenance of Worley’s computerized Contracts Administration Management system.
- Provide expert advice to stakeholders on supply chain management practices such as strategic sourcing, contract law, negotiation, subcontract preparation, logistics, performance management, and ethics, recommending process improvements as necessary.
- Maintain strong relationships with subcontractors, internal teams, and clients where applicable.
- Mentor and coach subcontracts team members and broader teams as needed.
- Stay current with industry trends and professional developments through education, organizations, publications, and training.
- Follow all corporate governance policies and codes of conduct.
- Handle special projects related to procurement and subcontracting, preparing reports, business cases, and recommendations.
Required Qualifications and Skills
- Minimum five years of experience in supply chain roles, including contracts administration, preferably within oil & gas or construction sectors.
- Experience in field or site-based construction is advantageous.
- Certification such as SCMP and/or formal post-secondary education in Supply Chain Management, Operations Management, Business Administration, Project Management, or Contract Law is a plus.
- In-depth knowledge of supply chain processes in manufacturing, oil & gas, or construction industries.
- High discretion and confidentiality standards.
- Strong time management and organizational abilities.
- Developing negotiation proficiency.
- Ability to work effectively both independently and collaboratively within teams.
- Excellent verbal and written communication capabilities.
- Adeptness in influencing decisions constructively without adversarial behavior.
- Good interpersonal skills facilitating strong relationships across all organizational levels.
- Proficiency in Microsoft Office suite.
