Job Overview
The senior piping engineer will hold primary responsibility for managing cost, quality, and the engineering timeline within the control discipline. This role includes providing support for procurement activities and developing strategies and execution plans for discipline implementation. The engineer will coordinate interface management efforts and report quarterly to COOEC counterparts and the COOEC Project Management Team (PMT).
Key Responsibilities
- Monitor and control project costs by suggesting optimizations that contribute to cost savings in the discipline.
- Prevent unnecessary upgrades by adhering to fit-for-purpose design principles and closely reviewing changes against the FEED design to maintain consistency.
- Manage change orders submitted by subcontractors and vendors to control project budgets.
- Review deliverables from engineering subcontractors to ensure they comply with relevant standards and codes, maintaining high quality.
- Restrict post-AFC changes to avoid negative impacts on manufacturing and procurement stages.
- Track progress of discipline deliverables, including 3D modeling and specialist studies, ensuring variance does not exceed 3%. Provide detailed reports to COOEC PMT if this threshold is crossed.
- Collaborate closely with subcontractors, vendors, and QatarEnergy to resolve delivery challenges and prevent delays affecting other disciplines or fabrication and procurement activities.
- Support procurement through reviewing and monitoring Material Requisitions (MRs), Technical Bid Evaluations (TBEs), specifications, and data sheets.
- Participate in technical tender document reviews, clarifications, and bid evaluations.
- Evaluate vendor documents and join equipment Factory Acceptance Tests (FAT); prepare checklists and reports while tracking closure of FAT comments.
- Engage in weekly meetings and other discussions related to process discipline management.
- Maintain constant communication with subcontractors and vendors to ensure smooth workflow.
- Manage interfaces between disciplines, third parties, and vendors effectively.
- Ensure compliance with applicable standards, regulations, and support environmental and emissions management initiatives.
- Take part in audits and regulatory reviews as required.
Reporting Structure
- Reports directly to Department Manager, Piping Discipline Head, and PMT.
- Interfaces regularly with the client, subcontractors, third parties, and vendors.
