The World Expo 2030 Riyadh Masterplan aims to create an innovative, sustainable, and culturally harmonious Expo site spanning 2 million square meters north of Riyadh. Role Overview

The Package Manager - Infrastructure will oversee the planning, execution, and delivery of all site-wide infrastructure components. This encompasses earthworks, underground utilities (water, electricity, storm water, district cooling, sewage), utility buildings, pump stations, site access points, and road construction for permanent and temporary use. The role may expand to cover Public Realm works such as landscaping, street furniture, signage, wayfinding, and lighting.

Key Responsibilities

• Support procurement strategy development and preparation of work packages.
• Define clear scopes of work aligned with procurement and project needs.
• Participate in contractor evaluations during tendering.
• Create and maintain detailed delivery plans for all site preparation activities.
• Manage construction phases ensuring compliance with schedule and budget.
• Ensure strict adherence to safety, quality, and environmental standards on site.
• Coordinate with stakeholders including internal teams, contractors, and clients.
• Lead and supervise project teams, subcontractors, and third parties to meet program goals.
• Handle all scope management aspects including design constructability and interfaces.
• Ensure compliance with engineering, procurement, construction regulations and local codes including ES&H requirements.
• Oversee overall execution, ensuring contractual and customer satisfaction.
• Foster a collaborative and positive work culture promoting trust, innovation, and teamwork.
• Mentor, guide, and support direct reports and contractors to achieve performance goals.
• Maintain effective communication among all project members and stakeholders.

Qualifications and Experience

• Bachelor’s or Master’s degree in Civil, Mechanical, or Electrical Engineering, or equivalent.
• At least 20 years of professional experience with 7-10 years in management roles.
• Minimum 5 years as Project Manager leading large infrastructure projects in contractor, client, or PMC environments.
• Proven experience in delivering extensive urban infrastructure and public realm projects.
• Proficient managing multidisciplinary teams in fast-paced, multi-interface projects.
• Client or PMC experience is essential.
• Mentorship and leadership expertise to motivate teams and uphold project values.
• Experience working within the Kingdom of Saudi Arabia, Middle East, or GCC regions.
• Fluent written and spoken English required; Arabic communication skills advantageous.
