Role Overview
This is a senior executive leadership position focused on acting as the owner’s representative for a major aviation capital programme in the United States. The role centers on independent governance, strategic direction, and executive assurance across a multi-billion-dollar infrastructure portfolio rather than managing individual project delivery on a day-to-day basis.
You will work closely with senior client leaders, public-sector stakeholders, and delivery partners to shape programme strategy, strengthen governance, manage risk, and support high-level decision-making for a nationally significant investment.

Its work includes strategic advisory, programme governance, commercial oversight, programme management, and executive assurance for major owners and investors.
Due to ongoing expansion, the team is hiring an experienced senior leader to support one of the largest aviation infrastructure programmes in the United States.
Key Responsibilities
- Lead strategic oversight across a major capital programme.
- Build and sustain governance frameworks, reporting routines, and executive decision-making processes.
- Monitor programme progress across scope, budget, schedule, risk, quality, and overall delivery.
- Provide high-level assurance and independent oversight for programme activities.
- Help define and implement delivery strategies for the programme.
- Advise senior client leaders and governance groups on performance, risks, and key decisions.
- Run executive briefings, steering committees, and governance meetings.
- Align project management, commercial, controls, and stakeholder engagement functions.
- Spot strategic risks and opportunities and promote continuous improvement in programme delivery.
Candidate Profile
The ideal candidate will have substantial experience leading large-scale infrastructure or transportation programmes and will be comfortable operating in complex environments with many stakeholders.
What the Role Requires
- Deep experience delivering major capital programmes with values above $1B.
- Strong understanding of programme governance, assurance, and delivery structures.
- Excellent executive-level stakeholder management and leadership skills.
- Commercial judgement and experience handling delivery risk and strategic choices.
- Ability to influence senior executives, boards, and public-sector stakeholders.
- Experience in aviation, transportation, rail, highways, or other major infrastructure sectors is strongly preferred.
