Job description

About the Role

The Civil Aviation Authority (CAA) of New Zealand is seeking an experienced Change Manager to lead the people side of a major organisation-wide transformation programme within its Business Transformation Programme. This important role involves guiding the adoption of new methods of operation and service delivery, helping to modernise the organisation and aviation sector. The position is fixed term for one year, allowing the successful candidate to influence foundational changes and contribute meaningfully at an early stage.

Key Responsibilities

  • Design and execute change management frameworks across several projects and workstreams.
  • Collaborate with executives and leaders to enhance change leadership capabilities and support the assimilation of changes.
  • Evaluate the impact of changes on both internal staff and external stakeholders, identifying potential risks and preparation needs.
  • Lead activities related to stakeholder engagement, readiness assessments, communications, training, and adoption efforts.
  • Assist operational teams in embedding and sustaining new ways of working.
  • Work in partnership with project managers to embed change management tasks within project delivery plans.
  • Track adoption, readiness levels, and benefits realisation, providing regular reporting and analysis.
  • Facilitate the acceptance and implementation of regulatory and service modifications resulting from the programme.
  • Champion change management standards and best practices throughout the programme.

Candidate Profile

  • Extensive experience leading change in sizable transformation initiatives.
  • Proficiency in influencing senior leadership and operational teams.
  • Track record of managing organisation-wide change across concurrent projects or streams.
  • Strong skills in stakeholder relationship building, facilitation, coaching, and communication.
  • Proven ability to develop and deliver comprehensive change strategies and adoption plans.
  • In-depth knowledge of established change management methods and standards.
  • Expertise in assessing change impact, readiness, and risk management.
  • Ability to balance strategic planning with hands-on execution.
  • Strong capacity to establish credibility and relationships with a diverse group of stakeholders.

Additional Information

The salary range for this role is NZD 136,939 to 168,191 annually, depending on qualifications, skills, experience, and internal salary alignment. This position is initially offered for a one-year fixed term with potential continuation depending on business case progression.
