Senior Telecom Engineer

Role overview

HanmiGlobal MENA is hiring a Senior Telecom Engineer to support its program management and PMCM function in Saudi Arabia. The position is part of a major land and infrastructure development program in Riyadh, carried out for a large government client. The role focuses on providing senior-level telecommunications and ICT engineering input, technical control, and review oversight across multiple work packages.

Reporting to the Technical Manager, you will help ensure that all telecom, ICT, and smart infrastructure submissions are coordinated, fit for purpose, and aligned with approved standards, service provider expectations, and operational requirements. Your contribution will support the wider success of the development program.

Key responsibilities

• Examine telecom engineering reports, ICT strategies, network studies, and design drawings prepared by Lead Developers to confirm they meet the approved criteria and client expectations.
• Review fiber optic backbone systems, telecom duct banks, and network layouts with a focus on functionality, reliability, scalability, and ease of maintenance.
• Assess smart city infrastructure concepts, intelligent system integration, and digital infrastructure plans to make sure they are future-ready and scalable.
• Assist in rolling out technical governance and engineering assurance processes at program level across all submissions.
• Work with the Technical Manager, Senior Electrical Engineer, and other technical teams to resolve interface issues and align multidisciplinary infrastructure designs.
• Assess the technical, operational, and lifecycle effects of design revisions and telecom-related value engineering proposals from Lead Developers.
• Contribute specialist input during technical workshops, design reviews, and coordination meetings to help solve implementation challenges.
• Partner with Lead Developers, consultants, telecom service providers, and regulators to improve connectivity planning and support authority approvals.
• Draft technical review remarks, engineering assessments, and executive summaries for the Technical Manager, PMCM management, and the client.
• Spot and reduce telecom and ICT compliance risks while encouraging engineering quality, digital transformation, and continuous improvement throughout the program.

Requirements

• A bachelor’s degree in Telecommunications Engineering, Electronic Engineering, Communications Engineering, ICT Engineering, Electrical Engineering, or a closely related field.
• Chartered professional membership or an equivalent professional accreditation.
• At least 15 years of professional experience in telecommunications infrastructure, ICT systems, fiber optic networks, smart city infrastructure, or major capital projects.
• Prior exposure to PMCM, PMC, consultancy, developer, telecom operator, or client-side environments, ideally on large-scale infrastructure and land development projects in Saudi Arabia or the GCC.

The role calls for strong capability in telecom engineering design review, ICT infrastructure, fiber optic network and communications architecture, smart city and digital infrastructure planning, utility coordination and capacity assessment, compliance and assurance frameworks, value engineering and constructability review, technical risk handling, and telecom service provider coordination. Strong leadership, strategic thinking, communication, teamwork, and problem-solving skills are also important.
