Quantity Surveyor

About the Role

This opportunity is for a meticulous Quantity Surveyor to contribute to active metro power supply system works in Singapore. The role centers on commercial administration, expense monitoring, procurement coordination, progress claims, change management, and contract-related support so that project costs, payment workflows, and contractual obligations are kept under control.

You will also gain exposure to large rail infrastructure assignments while working with international teams across engineering, commercial, procurement, finance, and project functions.

Core Responsibilities

Contract and commercial administration

• Support the handling of project contracts, subcontracts, and commercial records.
• Check contract conditions, work scope, specifications, and tender documentation.
• Assist with drafting and managing subcontract agreements, purchase orders, and related correspondence.
• Help flag contractual exposures, obligations, and possible commercial concerns.
• Coordinate with project, procurement, finance, and management stakeholders on commercial matters.

Cost tracking and budget monitoring

• Track project expenditure, commitments, budgets, and overall cost movement.
• Prepare cost forecasts, cost summaries, and budget tracking reports.
• Assist in evaluating vendor and subcontractor quotations, pricing, and comparisons.
• Identify opportunities to reduce costs and support cost-control actions.
• Keep organized records of costs, claims, variations, and commercial paperwork.

Progress claims and payment processing

• Prepare and submit monthly progress claims to clients or main contractors.
• Assess and validate claims from subcontractors and suppliers.
• Support the preparation of payment certificates and payment recommendations.
• Track claim submissions, approvals, and payment progress.
• Ensure all claims and payments are backed by the required documentation.

Variation orders and claims administration

• Assist with preparing, submitting, and negotiating variation orders.
• Measure and quantify additional work using drawings, site instructions, and approved records.
• Maintain proper documentation for site instructions, changes, and supporting evidence.
• Support contractual claim preparation, cost impact analysis, and delay-related commercial records.
• Work with project teams to make sure variations and claims are submitted on time.

Tendering and procurement support

• Help with quantity take-offs, cost estimating, and tender pricing.
• Prepare bills of quantities, cost breakdowns, and tender comparison reports.
• Support sourcing, quotation reviews, and evaluation of suppliers and subcontractors.
• Coordinate with technical and procurement teams so that commercial submissions are complete and accurate.

Requirements

• A degree or diploma in Quantity Surveying, Construction Management, Civil Engineering, Electrical Engineering, or a similar field.
• At least 3 to 5 years of experience in quantity surveying, contract administration, or commercial management within construction, infrastructure, railway, LTA, or M&E projects.
• Prior work on metro, railway, electrical, power supply, or large infrastructure projects will be an advantage.
• Strong knowledge of contracts, progress claims, variation orders, cost control, and procurement workflows.
• Ability to interpret drawings, technical specifications, contract documents, and bills of quantities.
• Practical experience with quantity take-off, cost estimation, and commercial documentation.
• Good communication, negotiation, coordination, and stakeholder management abilities.
• Self-driven, accountable, detail-focused, and comfortable in a fast-moving project setting.
• Strong Microsoft Excel skills are essential.
• Familiarity with AutoCAD, Cubicost, Glodon, CostX, or comparable QS tools is helpful but not compulsory.
