Role Overview
The Procurement Manager will lead procurement activities for construction and real estate projects, working closely with technical and project teams to ensure packages are sourced, evaluated, negotiated, and awarded in a timely and compliant manner.
Key Responsibilities
- Build and carry out procurement strategies and plans for project packages in line with project schedules and technical requirements.
- Examine scopes, BOQs, specifications, drawings, samples, and tender documents to confirm they are complete before approaching the market.
- Issue RFQs and RFPs, manage supplier questions, support technical evaluations, and prepare commercial comparison sheets.
- Lead negotiations on pricing, payment terms, delivery schedules, warranties, and other commercial conditions with vendors and contractors.
- Maintain and grow a pool of prequalified suppliers and contractors for project needs.
- Work with Projects, Development, Design, Technical Office, Finance, and Legal teams on scope, budget, and contract-related matters.
- Track procurement progress, lead times, material approvals, risks, variations, and the performance of suppliers and contractors.
- Ensure all procurement activities follow OSUS policies, approval procedures, documentation requirements, and audit standards.
Qualifications
- A bachelor’s degree in Civil Engineering, Architecture, Construction Management, Mechanical Engineering, Electrical Engineering, or a closely related discipline is required.
- The role requires more than 10 years of procurement experience in construction or real estate projects.
- Applicants should have a solid grasp of BOQs, specifications, drawings, and construction package review.
- Experience with tendering, bid analysis, negotiation, supplier prequalification, and contract award workflows is needed.
- Familiarity with Saudi Arabia’s supplier and contractor market, material lead times, and commercial practices is an advantage.
- Strong coordination, negotiation, analytical, documentation, and stakeholder management abilities are essential.
