Role overview
The Ministry of Housing, Communities and Local Government is hiring a creative and proactive internal communications manager to join its communications directorate in London. This is a high-impact position focused on helping shape and communicate major strategies and the department’s business plan during an important period of change and delivery.
You will be responsible for producing lively internal campaign content, with a strong emphasis on digital and video formats, while also offering strategic advice and working closely with senior leaders and communication colleagues across MHCLG.
What you will do
- Create fresh, engaging communications content quickly for multiple channels, making use of modern digital formats such as video, podcasts and livestreams.
- Work confidently with communications colleagues to spot opportunities and build links that help tell the department’s story to staff.
- Plan and run high-profile in-person and online events, including MHCLG Live.
- Advise policy and operational teams on communication approaches that improve engagement around key departmental priorities.
- Lead communication workstreams that support business goals, with a focus on quality, creativity and innovation.
- Develop trusted relationships with stakeholders and act as a go-to adviser on internal communications and employee engagement.
- Support priority projects tied to the launch and rollout of new corporate and business strategies.
- Review, refine and improve internal communication products using evaluation methods and evidence.
- Stay up to date with current communication methods, including the practical use of AI.
What we are looking for
The ideal candidate will bring strong written and verbal communication skills, along with the ability to produce compelling written, visual and video content at pace. You should be comfortable using different channels to engage colleagues effectively and have the confidence to work with a broad mix of people across the organisation.
You will need strong relationship-building skills, good organisational ability, careful attention to detail, and the capacity to manage several priorities under pressure. Experience in project management, planning effective content strategies and using data and evaluation to improve communications is essential.
Application and selection process
The recruitment process is split into two stages and will assess Success Profiles based on behaviours and experience.
Stage 1 is a sift using your CV and covering letter. You must submit a CV plus a one-page covering letter explaining why you want the role, what draws you to internal communications, how your background matches the essential criteria, and examples of communications work that show how you have built effective strategies, reached different audiences and measured impact.
Stage 2 is an interview covering the behaviours Communicating and Influencing, Working Together and Delivering at Pace, along with experience-based questions linked to the essential criteria. You will also be asked to prepare a five-minute presentation.
Sifting is expected to begin on 13/07/2026. Interviews are currently planned to take place remotely by videocall, although this may change.
Security, eligibility and civil service conditions
The London office requires BPSS plus CTC security clearance. Successful candidates must also complete a criminal record check and meet the security requirements before appointment. Government assets roles require baseline personnel security standard checks. The expected security level is counter-terrorist check.
This role is open broadly to UK nationals; nationals of the Republic of Ireland; Commonwealth nationals with the right to work in the UK; eligible EU, Swiss, Norwegian, Icelandic or Liechtenstein nationals and their family members with settled or pre-settled status under the EU Settlement Scheme, or with a valid EUSS application; people with limited leave to remain or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020; and Turkish nationals and certain family members who have gained the right to work in the Civil Service.
The Civil Service recruitment framework is based on merit and fair open competition. Benefits and salary
The salary for this position is £39,791. In addition, MHCLG contributes £11,527 toward membership of the Civil Service Defined Benefit Pension scheme.
