Program Analyst

Role overview

The Smithsonian Institution is seeking a Program Analyst to support a wide range of operational work for OEO. The role focuses on improving how policies, programs, and day-to-day operations perform, with particular attention to fairness, equal opportunity, and access across the organization.

Key duties

• Gather, check, interpret, and present information used for required reports, investigations, and barrier analysis.
• Lead or assist with surveys, studies, and special projects, then use the findings to recommend and help carry out improvements.
• Act as a representative at community events, business forums, and internal or external working groups.
• Work closely with OEO teammates and other Smithsonian partners to plan and deliver programs and related activities.

Qualifications and experience

Applicants need either one year of specialized experience at or equivalent to the GS-09 level in Federal service, three full years of progressively advanced graduate study toward a Ph.D. or an equivalent doctoral degree in a related field, or a qualifying combination of education and experience.

Specialized experience for this role includes assessing the effectiveness and efficiency of organizational policies, programs, and operations; creating procedures and guidance; performing research and analysis; and communicating information to varied audiences.

Conditions of employment

• Qualification standards, including one year of time-in-grade at the next lower grade for promotion candidates, must be met within 30 days after the closing date of the announcement.
• Current Smithsonian employees in the same job series and in eligible federal appointment categories may not need to submit transcripts initially, though transcripts are required before the start date if selected.
• Under merit promotion rules, anyone currently serving in, or who has served within the last 52 weeks in, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet the time-in-grade requirement of 52 weeks at the next lower grade.
