About the Role

The Colorado Department of Human Services is hiring a Business Analyst for its Business, Innovation, Technology, and Security (BITS) team. This role acts as the bridge between business teams and technical staff, turning operational needs into practical technology and process improvements. The position supports the implementation and ongoing use of HR systems that help the department deliver on its mission.

Work Unit Overview

Operations and Strategy (O&S) supports CDHS offices, divisions, and programs so they can meet their goals and operate efficiently. The team also drives the department’s strategic plan and oversees related priorities. The Division of Business Innovation, Technology and Security (BITS) works to simplify processes, improve alignment across the department, and promote a culture of operational excellence.

Key Responsibilities

• Review and document business processes, service needs, and information requirements, then turn program requests into clear functional specifications for technical teams.
• Create, coordinate, and support user acceptance testing, including test plans and use cases, to confirm solutions meet business expectations.
• Act as a main contact for end users needing support, troubleshooting, and issue resolution, especially for HR systems.
• Develop and deliver training so users understand and apply systems and procedures consistently.

Minimum Qualifications

You must meet one of the following experience paths:

• Six years of professional experience working as a Business Analyst and/or Project Manager with business analysis duties.
• Or a combination of a bachelor’s degree in a related field such as Computer Science, Information Technology, or Business Management, plus two years of professional experience as a Business Analyst and/or Project Manager with business analysis duties.

Conditions of Employment

• A standard background check and reference check are required.
• This role requires Colorado residency at the time of application, unless the posting says otherwise, and continued residency during employment.
• A valid, unrestricted Colorado driver’s license is required, or an unrestricted U.S. driver’s license for roles within 30 miles of the Colorado border.

Appeal Rights

The official appeal form must be signed and submitted by email, mail, hand delivery, or fax within ten calendar days of notice or acknowledgement of the department’s action.
